THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MAY 12, 2021

A meeting with the Board of Public Works was held on May 12, 2021 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, PZ Asst. Cathy Hunter, Council President Steve Bell, Frank Phillips, Resident Jerry Lancaster

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from April 28, 2021; seconded by Ruthann Jeffries.  The motion passed 3-0.

OLD BUSINESS: None

    NEW BUSINESS:

  1. Abatement Calculation Agreement REAL: Owen County Real Estate Holdings, LLC -Linda Messmer made a motion to approve the Abatement Calculation Agreement for Owen County Real Estate Holdings, LLC, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Abatement Calculation Agreement PERSONAL: Indiana Powder Coatings -Linda Messmer made a motion to approve the Abatement Calculation Agreement for Indiana Powder Coatings, Inc, seconded by Ruthann Jeffries.  The motion passed 3-0.
  3. INDOT Community Crossings 2021 Agreement with State – INDOT has awarded the City of Brazil $324,936.97 for paving projects in 2021.  Linda Messmer made a motion to approve the Local Roads and Bridges Matching Grant Agreement between INDOT and the City of Brazil, seconded by Ruthann Jeffries.  The motion passed 3-0.
  4. OCRA: Covid III Grant Agreement with State (City and OCRA) – Ruthann Jeffries made a motion to approve the Grant Agreement between Indiana Office of Community and Rural Affairs and the City of Brazil to enable the State to award a Grant of $250,000, seconded by Linda Messmer.  The motion passed 3-0.
  5. OCRA Sub-Recipient Agreement: Covid III Grant (City and C.A.R.S.) – Ruthann Jeffries made a motion to approve the Standard Sub-Recipient Agreement for CDBG-Funded Projects between the City of Brazil and Child Adult Resource Services, Inc. (C.A.R.S.), seconded by Linda Messmer.  The motion passed 3-0.
  6. Agreement with Strand: WWTP (design services for CPR System and new building) – Strand Associates has agreed to provide design services for the CPR and building systems required for Chemical Phosphorus Removal at the Wastewater Treatment Plant.  Total fees paid to Strand Associates will be $55,000.  Ruthann Jeffries made a motion to approve the Agreement between Strand Associates, Inc. and the City of Brazil for services on the WWTP Chemical Phosphorus Removal (CPR) Project, seconded by Linda Messmer.  The motion passed 3-0.
  7. Approval – Joink, Right of Way Permit – Ruthann Jeffries made a motion to approve a Right of Way Permit for Joink, for 569 E. National Ave. and 1 E. National Ave., seconded by Linda Messmer.  The motion passed 3-0.
  8. Approval – Duke, Right of Way Permit – Ruthann Jeffries made a motion to approve a Right of Way Permit for Duke Energy, for 307 E. Church St., seconded by Linda Messmer.  The motion passed 3-0.
  9. Approval -Mowing (see list) – Ruthann Jeffries made a motion to approve the mowing list for May 12, 2021, seconded by Linda Messmer.  The motion passed 3-0.
  10. Approval -Clean-up (see list) – Linda Messmer made a motion to approve the clean-up list for May 12, 2021, seconded by Ruthann Jeffries.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

AUDIENCE COMMENTS:

            Jerry Lancaster, resident, was present to discuss sewer liens on a property in Edgewood that he recently acquired.  Mayor Wyndham said we will look further into this issue and let him know.

FUTURE AGENDA: The next Board of Works meeting will be on May 26, 2021.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:24 a.m.
