THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MARCH 11, 2020

A meeting with the Board of Public Works was held on March 11, 2020 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Mayor Wyndham, City Attorney Traci Orman, and Clerk-Treasurer Karen McQueen.

OTHERS PRESENT: Fire Chief Jake Bennett, Councilmen Steve Bell, Park Superintendent Marv Moon, Park Assistant Mike Bemis, Planning and Zoning Administrator Janet McClellan, and Planning and Zoning Assistant Kathy Hunter.

APPROVAL OF MINUTES: Ruthann Jeffries made a motion to approve the February 26, 2020 and March 4, 2020 minutes, seconded by Linda Messmer.  Passed 3-0.

NEW BUSINESS: 

  1. Engagement Letter for Review of Employee Handbook: Ruthann Jeffries made a motion to approve recommendation of City Attorney Traci Orman for Bose McKinney & Evans LLP Attorneys at Law to review the City of Brazil’s revised employee handbook and to make recommendations prior to its implementation, seconded by Linda Messmer.  Passed 3-0.
  2. Engagement Letter for Bond Issuance 2020 from Baker Tilly: Ruthann Jeffries made a motion to approve Bond Issuance 2020 from Baker Tilly, seconded by Linda Messmer.  Passed 3-0.
  3.  Lawn Maintenance Contract: Linda Messmer made a motion to approve Brian Bemis Lawn Care for the Lawn Maintenance Contract, seconded by Ruthann Jeffries.  Passed 3-0.
  4. Special Police Powers (Mike Bemis): Ruthann Jeffries made a motion to allow Mike Bemis Park Assistant to Marv Moon, to have special police powers, seconded by Linda Messmer.  Passed 3-0.
  • Abatement Calculation Agreements:
  • Emmert: Real Property – Ruthann Jeffries made a motion to approve the Real Property Tax Abatement Calculation Agreement between the City and Brad Emmert and Kim Emmert-O’Dell, seconded by Linda Messmer.  Passed 3-0.
  • Timberland: Personal Property – Ruthann Jeffries made a motion to approve the Personal Property Tax Abatement Calculation Agreement between the City and Timberland Lumber Company, seconded by Linda Messmer.  Passed 3-0.

CLAIMS:

  1. Clerk’s Office: Ruthann Jeffries made a motion to approve the Clerk’s Office Claims, seconded by Linda Messmer.  Passed 3-0.
  2. Utilities Office: Linda Messmer made a motion to approve the Utility Office Claims, seconded by Ruthann Jeffries.  Passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer; seconded by Ruthann Jeffries.  The motion passed 3-0.  Meeting was adjourned at 10:21 a.m.
