THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MARCH 10, 2021

A meeting with the Board of Public Works was held on March 10, 2021 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Police Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan, Planning and Zoning Assistant Cathy Hunter

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from February 24, 2021; seconded by Ruthann Jeffries.  The motion passed 2-0.  Mayor Wyndham abstained due to absence from the February 24, 2021 meeting.

NEW BUSINESS: 

  1. Resolution 4-2019: A Resolution Regarding City Personnel Entering Private Property (this resolution needs renumbered to Resolution 6-2019) – Resolution 4-2019 needs to be renumbered as Resolution 6-2019Linda Messmer made a motion to approve the renumbering of Resolution 4-2019 to Resolution 6-2019, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Agreement regarding Road Maintenance (2016 Bond Issuance) – The City transferred roads into the Redevelopment Authority, then the Redevelopment Authority leases the roads to the Clay County Redevelopment Commission for purposes related to the 2013 and 2016 Paving Bonds. This agreement is for the 2016 Paving Bond.  Ruthann Jeffries made a motion to approve the Agreement between the Clay County Redevelopment Commission, acting as the Redevelopment Commission for the City of Brazil, Indiana, pursuant to an Interlocal Agreement, seconded by Linda Messmer.  The motion passed 3-0.
  3. Lawn Maintenance Contract 2021- (City-Bemis Lawn Care) – Discussion will be tabled until next meeting.
  4. Resolution 3-2021: Rescinding Resolution 10-2009 and Establishing a Fee and Procedure for Septic Haulers – This ordinance will rescind Ordinance 10-2009 and will require eligible septic haulers to set up an account with the City of Brazil Utilities’ Office.  An application will be required as well as a valid IDEM permit.  The following fees will be charged: For a vehicle which holds 3200 gallons, $250/per dump.  For a vehicle which holds 2000 gallons, $250/per dump.  Ruthann Jeffries made a motion to Resolution 3-2021, which rescinds Resolution 10-2009, and establishes procedure for dumping and fees for septic haulers, seconded by Linda Messmer.  The motion passed 3-0.
  5. Agreement with Strand Associates for Sewer Study at I-70/59 – The City of Brazil has an Agreement with Strand Associates for engineering technical services involved in a sewer study for expansion and upgrades to the lift station at I-70 and 59.  The amount paid to Strand will be $14,600.00.  The study will be complete by May 14, 2021.  Ruthann Jeffries made a motion to approve the Agreement for Technical Services between the City of Brazil and Strand Associates for a Sewer Study at I-70 and 59, seconded by Linda Messmer.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:23 a.m.
