THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR DECEMBER 8, 2021

A meeting with the Board of Public Works was held on December 8, 2021, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, WTP Superintendent Shawnette Szekely, Trustee T.J. Sneddon, Daniel Rose

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from the November 24, 2021 meeting, seconded by Ruthann Jeffries. The motion passed 3-0.

     OLD BUSINESS:

  1. Award for Water Contract – The City received 3 bids for the Water Works Improvement Project to provide an Industrial Park Water Storage Tank and Booster.  The engineers reviewed all bids and have recommended the project be awarded to B & T Drainage, Inc. Linda Messmer made a motion to approve the Notice of Award to B & T Drainage, Inc for $1,358,269.00, seconded by Ruthann Jeffries.  The motion passed 3-0.  Financing is in place to pay for the project through a bond with the Redevelopment Commission.

NEW BUSINESS:

  1. Professional Services Contract for Management of Outside Wastewater Contracts – The City of Brazil employs a Certified Operator for its’ Wastewater Plant and has contracted with the Town of Center Point for the year of 2022 to operate its’ Wastewater Plant.  The City will compensate the Certified Operator, Dallas King with 25% of the 2021 Center Point contract.  Ruthann Jeffries made a motion to approve the Professional Services Contract for Management of Outside Wastewater Contracts, seconded by Linda Messmer.  The motion passed 3-0.
  2. John Burk adjustment – (not present, tabled)
  3. Mark Adamson WW adjustment – (not present, tabled)
  4. Fire Contract with Brazil Township – T.J. Sneddon – T.J. Sneddon was present to discuss the 2022 Fire Contract between the City of Brazil and Brazil Township of Clay County.  The Fire Chief has reviewed the contract and there are no changes from 2021.  Ruthann Jeffries made a motion to approve the Fire Contract between the City of Brazil, Indiana and Brazil Township of Clay County, Indiana, seconded by Linda Messmer.  The motion passed 3-0.
  5. Emmert Abatement Calculation Agreement, Real Property – Ruthann Jeffries made a motion to approve the Abatement Calculation Agreement for Real Property with Brad Emmert and Kim Emmert O’Dell, seconded by Linda Messmer.  The motion passed 3-0.

POLICE CHIEF REPORT – Chief Clint McQueen

  • Shop with A Cop has been going on three nights this week and has been a success.
  • Hiring Process – Brandon Crowley – waiting on pension fund approval

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer. The motion passed 3-0.

FUTURE AGENDA: The next meeting is December 22, 2021.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer. The motion passed 3-0. Meeting was adjourned at 10:22 a.m.
