MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR NOVEMBER 14, 2018

 

A meeting with the Board of Public Works was held on November 14, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett.

OTHERS PRESENT: Planning and Zoning Assistant Cathy Hunter, Fire Chief Jake Bennett

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from October 24, 2018; seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

 

FIRE CHIEF REPORT: Chief Jake Bennett

  • In October the Fire Department had 45 calls for service, including structure fires at 1403 N. Forest Ave. and 520 W. Hendrix St. There were no injures to civilians or firefighters.
  • Hydrant testing was completed in October and information forwarded to Water Superintendents Corky West and Shawnette Szekely.
  • Firefighters have been drill training on ladders and on HazMat de con equipment.
  • Engine 224 was taken to Global Emergency Products for service and repairs.
  • Fire Safety and Community Outreach included fire safety talks to various schools, Community Day at Brazil Hardware, YMCA Fall Family Fun, and enjoyed hundreds of trick or treaters at the station.
  • The Fire Department also escorted various Northview sports teams through town for wins at Sectionals and Regionals.
  • A Hydrant report was given to the Board of Works. Chief Bennett stated that hydrants are tested annually.

 

NEW BUSINESS:

  • Animal Control Contract for 2019-2020 – Council has approved a 2-year contract between the City of Brazil and the Clay County Humane Society. The contract is for $25,000 for 2019 and the same for 2020.  Language from the past contract has been retained concerning determining an emergency.  Ruthann Jeffries made a motion to approve the Animal Control Contract between the City of Brazil and the Clay County Humane Society for $25,000 per year for 2019 and 2020; seconded by Linda Messmer. The motion passed 3-0.
  • Police Salary Agreement for 2019 – The Salary Ordinances were approved by Council, but the salary schedule has a change of $500 increase to Tier 7. All other tiers will stay the same.  Linda Messmer made a motion to approve the Police Salary Agreement for 2019; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • ST Construction Invoice – ST Construction has submitted an invoice for work on the Jackson Street Sidewalk Project. Mark Miller of GAI has inspected the work and approved payment.  Ruthann Jeffries made a motion to approve invoice no. 18096-1 for $28,777.50 to ST Construction for sidewalks completed; seconded by Linda Messmer.  The motion passed 3-0.

  • Clerk – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.

 

AUDIENCE COMMENTS: NONE

PLANNING AND ZONING: Cathy Hunter, Planning and Zoning Assistant, said that their office is working on 9 properties for clean-up and will present them during the next meeting.

FUTURE AGENDA: Linda Messmer asked about an update on the property next to Ceres Solutions that is owned by the State.  Mayor Wyndham said he has talked with Wastewater Superintendent Billy Goodrich about the issue.  No update yet.

 

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:28 a.m.
