MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR NOVEMBER 8, 2023

A meeting with the Board of Public Works was held on November 8, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham

The Pledge was led by Mayor Wyndham.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Mayor Wyndham, Deputy Clerk Melissa Dorsett, and City Attorney Traci Orman

OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, Firefighters Cody Garrison, Seth Haviland and Raymond Staub, Brazil Times Hayley Cooper.

APPROVAL OF MINUTES:  Ruthann Jeffries made a motion to approve the minutes from October 25, 2023, seconded by Mayor Wyndham.  The motion passed 2-0.

AUDIENCE COMMENTS: None

PUBLIC SAFETY:

  1. Police Chief Clint McQueen
  2. There were 628 calls for service in October which led to 98 incident reports, 21 arrests, 31 tickets, 82 warnings and 10 vehicle impounds.
  3. Upcoming events include Christmas in the Park Parade, YMCA Turkey Trot and Shop with a Cop.
  4. Fire Chief Jake Bennett
  5. Firefighters responded to a fire at Meridian School and Cloverleaf in October.
  6. October is Fire Prevention Month and firefighters have been busy talking to local schools.
  7. Baby Box Update – Testing is ongoing, and the box will soon be ready for Safe Haven to proceed with the blessing of the box.

     OLD BUSINESS:

  1. Fire Union Contract: 2024-2026 – Ruthann Jeffries made a motion to approve the Fire Union Contract for years 2024-2026, seconded by Linda Messmer.  The motion passed 3-0.


NEW BUSINESS:

  1. Parks-Splash Pad – Change Order No. 3 – Linda Messmer made a motion to approve Change Order No. 3 which adds $6,414.00 to the total project, seconded by Ruthann Jeffries. The motion passed 3-0.
  2. Water – US40 Raw Water Line Relocation
  3. Change Order No. 2
  4. Partial Release of Retainage

Ruthann Jeffries made a motion to approve Change Order No. 2 and partial release of retainage to Van Hoy & Sons and Pay App No. 7 for $43,558.50, seconded by Linda Messmer.  The motion passed 3-0.

  • Water Distribution-Phone Stipend – Linda Messmer made a motion to add Brylar Metz and Michael McCreery to the employee monthly phone stipend, seconded by Ruthann Jeffries.  The motion passed 3-0.

      CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on November 22, 2023.

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

   by Linda Messmer. The motion passed 3-0.  The meeting was adjourned at 10:23 a.m.
