MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR OCTOBER 23, 2019

 

A meeting with the Board of Public Works was held on October 23, 2019 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

ROLL CALL: Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett. Mayor Wyndham was absent.

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Grant Administrator Kristy Jerrell, Cal Jordan and Alan Knepp of Myszak & Palmer, Nate Peul of Structural Systems Repair Group, Jerry Kemna of Kemna Restoration, Bob Bryant owner of McCurdy’s, Brazil Times Editor Frank Phillips, Daniel Rose

PLEDGE: The pledge to the Flag was led by Ruthann Jeffries.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from October 9, 2019; seconded by Ruthann Jeffries.  The motion passed 2-0.  Mayor Wyndham was absent.

AUDIENCE COMMENTS:

  • Daniel Rose commented that he has noticed several junk or un-plated cars sitting on the streets. Ruthann Jeffries said that this is a Police concern and she will talk to Chief McQueen.

 

FIRE CHIEF REPORT: Chief Jake Bennett

  • September had 48 calls for service; October had 23 calls for service
  • Firefighters have been conducting drill training on Forcible Entry and SCBA’s using the Unsafe Building acquired by the City.
  • Firefighters visited local Boy Scouts, many Elementary Schools, gave several station tours and the YMCA Family Fun Night in September and October.
  • The Fire Station will be open for Trick or Treaters to visit on 10/30 and 10/32 from 6 to 9pm.

 

NEW BUSINESS:

  • Open Façade Bids – The City was awarded an OCRA Grant for Façade Improvements on 7 buildings in downtown Brazil.  Two bids were received and opened by Alan Knepp of Myszak & Palmer from Kemna Restoration & Construction, Inc. and Structural Systems Repair Group.  A copy of the bid tabulation sheet is attached hereto showing the bids of each company.Bids will be taken under advisement.
  • Approval of Engagement and Bond Counsel – The City is looking to Bond for miscellaneous projects including a new Fire Truck. The City has chosen Bose McKinney & Evans LLP as bond counsel in connection with the issuance of the Bond.  Linda Messmer made a motion to approve engagement of bond counsel (Bose McKinney & Evans LLP), seconded by Ruthann Jeffries.  The motion passed 2-0.
  • Quit Claim Deed – south of 218 N Charles B Hall –The City sold properties in an auction which was held in May 2019.  This parcel (11-01-31-100-113.000-002) was sold to a gentleman named James Hansen.   The City has already provided 2 deeds to Mr. Hansen.  Both deeds have been lost by him and he needs a new deed to record.  City Attorney Traci Orman said that this will be the last deed provided to the buyer and he will have to get the deed recorded by the end of November in order to effectuate the transfer.  If he fails to get the deed recorded by the end of November 2019 the City will refund his money and put the property back in their inventory.  Linda Messmer made a motion to approve signing and executing the deed, seconded byRuthann Jeffries.  The motion passed 2-0.

  • Utilities – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 2-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer; seconded by Ruthann Jeffries.  The motion passed 2-0.  Meeting was adjourned at 10:27 a.m.
