MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JANUARY 9, 2019

A meeting with the Board of Public Works was held on January 9, 2019 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Council President Steve Bell, Fire Chief Jake Bennett, Planning and Zoning Administrator Janet McClellan, Brazil Times Editor Frank Phillips, Ralph Knieper of Grady Bros., Fred Grim and Warren Artz of Wabash Valley Asphalt       

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Ruthann Jeffries made a motion to approve minutes from December 26, 2018; seconded by Mayor Wyndham.  The motion passed 2-0. Linda Messmer abstained due to absence at the December 26th meeting.

OLD BUSINESS: NONE

FIRE CHIEF REPORT: Chief Jake Bennett

  • 51 calls for service in November, 43 calls in December
  • Structure fire on January 7th at 221 N. Desart St. No injuries reported.
  • Firefighters have been trained on hose loads and completed EMS training in November and December
  • Engine 224 and repairs and was placed back in service in November
  • Engine 221 and Ladder 222 had pump primer problems and will be returned later this month to install parts
  • Engine 221 had the heater core replaced in January

NEW BUSINESS:

  1. Set Meeting Dates and Times for 2019 – Meeting times will continue to be on the 2nd and 4th Wednesdays of each month at 10:00 a.m. at City Hall.
  2. Open Bids for Community Crossings Paving 2019 – The following bids were received and opened:
  3. Wabash Valley Asphalt, LLC – $888,474.36
  4. Grady Brothers, Inc. – $1,237,713.82
  5. Dave O’Mara Contractor, Inc. – $979,042.00

Bids will be taken under advisement and will be awarded at the next Board of Works Meeting on January 23, 2019.

  • GAI Agreement for Professional Services for Inspection during 2019 Paving –

Linda Messmer made a motion to approve the Agreement between GAI Consultants and the City of Brazil for Construction observation and final construction report for Community Crossings Street Paving 2019 (including full time resident project representative and bid analysis) with the fees not to exceed $44,100; seconded by Ruthann Jeffries.  The motion passed 3-0.

  • Waiver of Conflict of Interest – Traci Orman is the attorney for Brazil and Center Point and because Center Point has engaged the City of Brazil through its Wastewater Operator William Goodrich it is necessary to have a signed waiver of conflict of interest.  Ruthann Jeffries made a motion to accept the Waiver of Conflict of Interest; seconded by Linda Messmer.  The motion passed 3-0.
  • Wastewater Management Agreement between Brazil and Centerpoint -Ruthann Jeffries made a motion to approve the Agreement for Services Between the City of Brazil and Town of Center Point for $12,000 for January 1, 2019 through December 31, 2019; seconded by Linda Messmer. The motion passed 3-0.
  • Contract for Management of Outside Wastewater Contracts – Ruthann Jeffries made a motion to approve the Professional Services Contract for Management of Outside Wastewater Contracts for 2019; seconded by Linda Messmer.  The motion passed 3-0.

CLAIMS: 

  1. Clerk – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Mayor Wyndham.  The motion passed 3-0.  Meeting was adjourned at 10:20 a.m.
