MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 9, 2023

A meeting with the Board of Public Works was held on August 9, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

The Pledge was led by Mayor Brian Wyndham.

ROLL CALL: Mayor Brian Wyndham, Linda Messmer, Deputy Clerk Melissa Dorsett and City Attorney Traci Orman. (Ruthann Jeffries was absent.)

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, PZ Assistant Cathy Hunter, Fire Chief Jake Bennett, Water Superintendent Shawnette Szekely, Laurie Christie and Scott Carnegie from DLZ, Steve Bender from Midwestern Engineering, Kristy Jerrell from Jerrell Consulting, Hayley Cooper Brazil Times Reporter, DLC Media Reporter Frank Phillips, City of Brazil resident Daniel Rose

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from July 26, 2023, seconded by Mayor Wyndham.  The motion passed 2-0.

    AUDIENCE COMMENTS: None

    PUBLIC SAFETY REPORTS:

    FIRE REPORT: Chief Jake Bennett

  • Chief Bennett asked the Board to review and approve the 2023 Service Agreement for the Annual Physicals that are required for the Fire Department.  Linda Messmer made a motion to approve the 2023 Service Agreement between the Brazil Fire Department and Ascension St. Vincent Public Safety Medical for a total of $8,667.00, subject to changes that will be made by the City Attorney, and authorizing Chief Bennett to sign, seconded by Mayor Wyndham.

NEW BUSINESS:

  1. First Public Hearing – Public Facilities Feasibility Planning Study Project

A Public Hearing was opened at 10:12 to discuss the Public Facilities Feasibility Planning Study.  Kristy Jerrell from Jerrell Consulting was present to facilitate the Public Hearing.  The Public Hearing was closed at 10:19. Minutes are provided from Kristy Jerrell and are attached.

  • Planning and Zoning
  • Mowing – Linda Messmer made a motion to approve the mowing list for August 9, 2023, seconded by Mayor Wyndham.  The motion passed 2-0.
  • Clean Ups – Mayor Wyndham made a motion to approve the cleanup list for August 9, 2023, seconded by Linda Messmer.  The motion passed 2-0.
  • Update – US 40 Water Main Relocation – Steve Bender from Midwestern Engineering was present to give an update on closing out the US 40 Water Main Relocation.  Steve said we will not be releasing retainage until some issues have been resolved, including cleanup of the site area.

Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Mayor Wyndham.  The motion passed 2-0.

Utilities’ Office – Mayor Wyndham made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on August 23, 2023.

   ADJOURNMENT: A motion to adjourn the meeting was made by Mayor Wyndham seconded  

   by Linda Messmer. The motion passed 2-0.  The meeting was adjourned at 10:31 a.m.
