THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JULY 28, 2021

A meeting with the Board of Public Works was held on July 28, 2021, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Street Superintendent Brian Bemis, Planning and Zoning Administrator Janet McClellan, City Council President Steve Bell

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from July 14, 2021, July 15, 2021 and Memorandum of Executive meeting from July 15, 2021, seconded by Ruthann Jeffries. The motion passed 3-0.

POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 1022 calls for service in June 2021 which led to 76 accident reports, 39 arrests, 32 tickets, 73 warnings, 19 crashes and 18 vehicle impounds.
  • The city will no longer be collecting fees for handgun permits due to a recent change in legislation.
  • National Night Out is Tuesday August 3rd from 6-8 pm at Forest Park.
  • Chief McQueen has requested that the Board appoint Josh Lynch as a special police officer to the Brazil City Police Department and grant him full law enforcement powers authorized under Indiana Law.  Linda Messmer made a motion to appoint Josh Lynch as a special police officer to the Brazil City Police Department and grant him full law enforcement powers, with no benefits and compensation of $20/hour, seconded by Ruthann Jeffries.  The motion passed 3-0.

NEW BUSINESS:

  1. Receive Bid Proposals – Curbside Residential Trash Collection Services – Two bids were received for Trash Collection Services from Wallace Brothers Disposal and Republic Services.  Bids will be opened at a later date and an executive meeting will be set to review and score the bids.  Bid will be awarded after review.
  2. Cemetery Mowing Proposals – The following bids were received for Cemetery mowing for Restlawn and Cottage Hill for the years 2022, 2023, 2024.
  • Long’s Lawn Care – Total bid $125,000
  • US Lawns – Total bid $157,500

Bids will be taken under advisement.

  • Lease Agreement between City of Brazil and First Baptist Church – The City of Brazil would like to lease 3 City owned FEMA lots to the First Baptist Church.  Linda Messmer made a motion to approve the Lease Agreement between the City of Brazil and First Baptist Church to lease property at 304 S. Franklin St., 21 West Maple Street and 19 West Maple Street, for 5 years, seconded by Ruthann Jeffries.  The motion passed 3-0.  No money will be exchanged, and the lease agreement will not be executed until it has been approved by the State. 
  • Resolution 5-2021 – Accepting Certain Extensions of the Brazil, Indiana Water System – The City has agreed to take ownership of and responsibility of a certain extension of the Brazil, Indiana water system located in the Nantucket Subdivision and extending south along 300 N.  Ruthann Jeffries made a motion to approve Resolution 5-2021, A Resolution Accepting Certain Extensions of the Brazil, Indiana Water Systems, seconded by Linda Messmer.  The motion passed 3-0.
  • Resolution 6-2021Transfer of Fire Truck to Jackson Township Volunteer Fire Department –The City obtained a new Pierce lead engine in 2020 and is now ready to dispose of the 1989 Pierce Dash.  The Jackson Township Volunteer Fire Department is desirous to obtain the 1989 Pierce Dash to add to their fleet. Linda Messmer made a motion to approve Resolution 6-2021, A Resolution Transferring a Fire Truck to Jackson Township Volunteer Fire Department, seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Approval of Mowings (see list) – Linda Messmer made a motion to approve the mowing list for July 28, 2021, seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Approve Phone Stipend for Robert Shelley – Ruthann Jeffries made a motion to add Robert Shelley, Water Distribution employee, to the cell phone stipend list, seconded by Linda Messmer.   The motion passed 3-0.
