THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JULY 13, 2022

A meeting with the Board of Public Works was held on July 13, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett, Fire Union President Zach Mormans, Planning and Zoning Administrator Janet McClellan, PZ Asst. Cathy Hunter, Cox, Zwerner, Gambill & Sullivan intern Ashley Brown

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from June 22, 2022 and June 29, 2022, seconded by Ruthann Jeffries. The motion passed 3-0.

AUDIENCE COMMENTS: None

OLD BUSINESS: None

     NEW BUSINESS:

  1. Resolution 4-2022: A Resolution Declaring Real and Personal Property as Surplus- The City has real and personal property that needs to be declared as surplus.  This Board decided to table the Resolution until all Supervisors have been given notice to see if any other additions need to be made.
  2. Community Crossings 2022-1: Contract, Notice of Award, Notice to Proceed (Milestone) – Ruthann Jeffries made a motion to approve the Agreement between the City of Brazil and Milestone Contractors South, LLC, for work on the 2022 Street Resurfacing Project in the amount of $371,723.30, approve the Notice of Award and approve the Mayor to sign the Notice to Proceed once all required documents have been received from Milestone, seconded by Linda Messmer.  The motion passed. 3-0.
  3. US40 Water Line Relocation Project: Contract (Van Hoy) – Ruthann Jeffries made a motion to approve the Agreement between the City of Brazil and Van Hoy & Sons Construction, for $928,070.00, subject to final changes by the City Attorney, and approve the Mayor to sign any future documents, seconded by Linda Messmer.  The motion passed 3-0.
  4. WWTP Phosphorus Building: Contract (Graves) – Linda Messmer made a motion to approve the Agreement between the City of Brazil and Graves Construction Services, Inc. for work on the WWTP Chemical Building, for $939,383.00, and approve the Mayor to sign any future documents, seconded by Ruthann Jeffries.  The motion passed 3-0.
  5. Approval of Clean-ups (see attached list) – Ruthann Jeffries made a motion to approve the Clean-Up list for July 13, 2022, seconded by Linda Messmer.  The motion passed 3-0.
  6. Approval of Mowing (see attached list) – Linda Messmer made a motion to approve the Mowing list for July 13, 2022, seconded by Ruthann Jeffries.  The motion passed 3-0.
  7. Approval of Right of Way Permit – 215 N. Charles B. Hall – Ruthann Jeffries made a motion to approve the Right of Way Permit for 215 N. Charles B. Hall to retire a gas line, seconded by Linda Messmer.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries. The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS: The next Board of Works Meeting is on July 27, 2022.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded by Ruthann Jeffries. The motion passed 3-0. Meeting was adjourned at 10:18 a.m.
