THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JUNE 4, 2021

A meeting with the Board of Public Works was held on June 4,2021 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

 NEW BUSINESS:

  1. Bidding for City Garage – The City declared an emergency regarding the bidding process for the proposed City Garage due to the following three considerations:
  2. The City has bid out the City Garage project but no bids were received.
  3. There is a time restraint due to the use of funds in the 2020 Bond to fund the project.
  4. Construction prices are currently unstable and have been for quite some time and are highly volatile and often changing day to day.

Due to the emergency, bids will be requested, without advertising, from CIA and Jason Swearingen (two entities know to perform public projects of this kind). 

Ruthann Jeffries made a motion to declare an emergency and to proceed with the bidding process without advertising pursuant to IC 36-1-2-9 regarding the City Garage project and the City will request bids from CIA and Jason Swearingen, seconded by Linda Messmer.  The motion passed 3-0.

  • Agreement for Engineering Services – There is a need for a water tower and upgrades of the City water system at the Industrial Park which is located east of Brazil city limits.  The County is in the process of obtaining a bond to help pay for the Water Tower and upgrades.  Since the improvements will be to the City water system the City needs to engage an engineer to perform the engineering services so that the project may proceed and be bid out.  Midwestern Engineering has been working on this project in conjunction with City for quite some time and the City needs to formalize the agreement with them.  The project, and the agreement, with Midwestern includes the following:
    • Design: $98,000
    • Bidding: $6,000
    • Construction Management: $16,000
    • Resident Project Representative: $40,000
    • Additionally:
      • Geotechnical, upon written authorization: $10,000
      • Survey, upon written authorization: $5,000

The Redevelopment Commission has committed $50,000 to the City at the outset for this project.  The remainder of the project should be reimbursed through the bond.  The City will need to pay for the costs upfront and get reimbursed.  Linda Messmer made a motion to approve the Agreement for Engineering Services for Water Improvements Project between the City of Brazil and Midwestern Engineers, Inc regarding the improvements to the Water Distribution System for the Industrial Park area, seconded by Ruthann Jeffries.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:12 a.m.
