THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR FEBRUARY 23, 2022

A meeting with the Board of Public Works was held on February 23, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from February 9, 2022, seconded by Ruthann Jeffries. The motion passed 3-0.

     AUDIENCE COMMENTS: None

     OLD BUSINESS: None

     NEW BUSINESS:

  1. Resolution 2-2022: Accepting Real Property (Industrial Park) – The water utility provides services to the Industrial Park located to the east of the city limits and on US Hwy,  and in cooperation with the County, the City is improving its water utility and services at the Industrial Park to expand services, and in order to complete the project, the City must install new water lines and a water tower and to do that the City needs to acquire real property and easements.  I.V.C. Industrial Coatings, Inc. has agreed to donate the property and the easements necessary for the project.  Linda Messmer made a motion to approve Resolution 2-2022, A Resolution Accepting Property, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Engagement Letter (Cox, Zwerner, Gambill & Sullivan for OCRA 2022 Stormwater Grant) – Ruthann Jeffries made a motion to approve the Engagement Letter between Cox, Zwerner, Gambill & Sullivan and the City of Brazil for services in representing the City in its endeavor to procure an OCRA grant for stormwater in 2022, seconded by Linda Messmer.  The motion passed 3-0.
  3. Engagement Letters for 2022 Sewage Bond (2013 Sewage Bonds Refinancing and Reissuance) – Ruthann Jeffries made a motion to approve 3 separate Engagement Letters between the City and (1) Cox, Zwerner, Gambill & Sullivan (as local counsel), (2) Bose McKinney & Evans (bond counsel), and (3) Baker Tilly (municipal advisor), for services in representing the City in accomplishing the refunding and reissuing its outstanding Sewage Works Revenue Bonds of 2013 along with new money to be issued, seconded by Linda Messmer.  The motion passed 3-0.

         CLAIMS:

Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries. The motion passed 3-0.

Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer. The motion passed 3-0.

FUTURE AGENDA: The next meeting is scheduled for March 9, 2022 and a special meeting is scheduled for March 15, 2022.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer     seconded by Ruthann Jeffries. The motion passed 3-0. Meeting was adjourned at 10:26 a.m.
