MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JANUARY 11, 2023

A meeting of the Common Council was held on January 11, 2023 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Brad Deal, Steve Bell and Angie Modesitt was absent. 

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Traci Orman, and City of Brazil Fire Department Union President Zach Mormans, Rick Anderson with V-energy, and Frank Phillips with DLC Media.

PRAYER: The Prayer was led by Karen Boes

APPROVAL OF MINUTES:   Karen Boes made a motion to approve December 21, 2022, seconded by Steve Bell.  Motion Passed 4-0.

AUDIENCE COMMENTS: NONE 

ORGANIZATION MEETING:

2023 Meeting Dates and Times – All Council Members unanimously decided to have the council meetings stay the same as 2022.  Meetings to be the 2nd Wednesday of every month and 4th Wednesday of every month if needed @ 5 p.m.

Election of President and Vice President of CouncilKaren Boes nominated Steve Bell for the Vice President Position of Council, seconded by Shane Litz.  Motion passed 4-0.  Steve Bell nominated Shane Litz for President, seconded by Brad Deal.  Motion passed 4-0.     

OLD BUSINESS: NONE 

NEW BUSINESS:

  1. Rick Anderson – Venergy:  Rick Anderson presented to council multiple ways to save the City of Brazil money in Energy costs.  Rick Anderson explained that there would be no cost to the city to update the plan.  The council members unanimously decided to have the plan updated.
  2. Common Council Plan Commission Appointments: 1 year appointments, Brad Deal made a motion to re-appoint Greg Sanders, Councilman Karen Boes and Mayor Brian Wyndham to the Plan Commission, seconded by Shane Litz.  Motion passed 4-0.
  3. Police Union Addendum to Collective Bargaining Agreement 2021-2023: Brad Deal made a motion to approve the Police Union Addendum, seconded by Karen Boes.  Motion passed 4-0.  
  4. Ordinance 1-2023 and Ordinance Amending Ordinance 10-2012: Amendment to the Animal Ordinance section 93.07, Brad Deal made a motion to suspend the rules and pass Ordinance 1-2023 on the first reading, seconded by Shane Litz.  Motion passed 4-0.  Shane Litz made a motion to pass Ordinance 1-2023, seconded by Brad Deal.  Motion passed 4-0.

COUNCIL COMMENTS:  

  • Steve Bell Commented that there are many positive things happening in the city, however he does have some concerns about several of the new street lights along US HWY 40 being out again.  Mayor Brian Wyndham explained that the street department is fixing them as the weather permits.     
  • Shane Litz – Wanted to know if we had the ability to pick and choose which projects we would do with the Venergy group once the plan was updated for the city?  Mayor Brian Wyndham stated “Yes” the city would be able to decide which projects we would want to do and not want to do.
  • Karen Boes – Commented that she is very happy with the progress of the City of Brazil.   
  • Brad Deal – Commented that he was happy to see all the continued improvements in town.    

MAYOR COMMENTS:

Mayor Brian Wyndham – Updated the council on the many projects the City of Brazil has going on.  He explained that the movement of the waterline on US Highway 40 is on hold due to material shortages.  He also explained that the Prosphorus removal continues as expected.  Mayor Wyndham then informed council that the City of Brazil was recently designated as an Urban Community instead of a Rural Community.  He stated that The City of Brazil was one of two communities to receive this designation.  He stated that this new designation would open up many opportunities for The City of Brazil.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Steve Bell.  Motion passed 4-0. Meeting adjourned @ 5:47 p.m.
