MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR FEBRUARY 13, 2019

 

A meeting of the Common Council was held on February 13, 2019 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Angela Modesitt, Brad Deal, Shane Litz and Mayor Brian Wyndham.

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, and Frank Phillips with the Brazil Times.

PRAYER was said by Angie Modesitt.

APPROVAL OF MINUTES: Shane Litz made a motion to approve January 9, 2019 minutes, seconded by Roy Kellar.  Passed 5-0.  

AUDIENCE COMMENTS: NONE

 

OLD BUSINESS: NONE

 

NEW BUSINESS:

  • Craig Johnson – Bike Trail -Mayor Brian Wyndham met with the organization that was spear heading this movement for a bike trail.  The project is projected to cost around $1.75 million.  Mayor Brian Wyndham explained that there is roughly $9 million of grant money available for projects like this.  The Bike trail would start at Craig Park and end at the Vigo Clay County Line.  Mayor Brian Wyndham explained that one of the first things that is needed to kick start the grant process is an appraisal of the land that would cost around $1,400.00.  Mayor Brian Wyndham asked the council if the city could fund the appraisal.  Roy Kellar made a motion to fund the appraisal out of the CCI fund, seconded by Angie Modesitt.  Passed 5-0.
  • Golf Cart Ordinance – Council members discussed the proposed ordinance and each council person explained what they wanted added to the ordinance. Roy Kellar and Steve Bell would like to see a golf cart registration with a bi-annual fee of $10.00, they would also like to see all vehicles with a “slow moving vehicle” sign on them.  Angie Modesitt and Brad Deal would like to see a golf cart registration with an annual fee of $5.00, they would also like to see all vehicles with a “slow moving vehicle” sign on them.  Shane Litz is not in favor of registering golf carts however, if it is decided to register them, he would prefer a bi-annual registration with a minimal fee.  All council members then decided on an annual fee of $5.00 due by May 1, 2019 and they would allow a 30 day grace period.  City attorney Traci Orman will prepare the ordinance and current ordinance will be tabled until next meeting.
  • Council Plan Commission Appointment Shane Litz made a motion to re-appoint Janet McClellan and Angie Modesitt, seconded by Brad Deal. Passed 5-0.
  • Resolution 12019: Designating a portion of Robison St. as Babe Wheeler Memorial Parkway. Steve Bell made a motion to approve Resolution 1-2019, seconded by Brad   Passed 5-0.

  

COUNCIL COMMENTS:  NONE

MAYOR COMMENTS: Mayor Brian Wyndham updated council on the Community Crossings Grant and paving project set to start Spring of 2019.  Mayor Brian Wyndham also updated council on the Façade Grant.  Finally, Mayor Brian Wyndham updated council on the Duke Energy Building that the city purchased and explained that contractors would be starting construction soon.

 

 

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Roy Kellar.  The motion passed 5-0.  Meeting adjourned at 6:22 p.m.
