MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR FEBRUARY 11, 2015

A meeting of the Common Council was held on February 11, 2015 at 6:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Mayor Brian Wyndham, Ann Bradshaw, Brad Deal, Carrol Evans, Michelle Harden-Price. Tyler Hutcheson was absent. Also in attendance: Traci Orman, City Attorney and
The Pledge to the Flag was lead by Mayor Wyndham

APPROVAL OF MINUTES: Minutes from November 12, 2014; Ann Bradshaw made a motion to approve; seconded by Carrol Evans. Michelle Harden-Price abstained. The motion passed 3-0. Minutes from January 14, 2015. Carrol Evans made a motion to approve; seconded by Brad Deal. Ann Bradshaw abstained. The motion passed 3-0.

OLD BUSINESS: NONE
NEW BUSINESS:
1.) Britt Tool tax abatement, final action on Resolution 7-2014 – Brad Deal made a motion to approve Resolution 7-2014. Ann Bradshaw seconded. The motion passed 4-0.
2.) Clay County Humane Society Contract – The Animal Control Contract states that the Clay County Humane Society will operate and maintain the animal shelter in Clay County. The City of Brazil will enact certain animal control ordinances to regulate and control animals within the corporate limits of Brazil. The city will also provide for a Humane Officer to implement the animal control ordinances. The Council approves the contract, but will need to set up monthly deductions for money owed to the City until the City has been paid in full. Brad Deal made a motion to approve the Animal Control Contract between the City of Brazil and the Clay County Humane Society. Ann Bradshaw seconded. The motion passed 4-0.
3.) Downtown revitalization Grant Resolution – The resolution will authorize Mayor Wyndham to prepare and submit an application for grant funding to address downtown improvements with a Downtown Revitalization Planning Study. The grant will provide $40,000, with a 10% matching of $4,000 provided by the City of Brazil. The $4,000 will be paid out of the Planning and Zoning funds. Ann Bradshaw made a motion to pass Resolution #2-2015, a Resolution Authorizing Application Submission and Local Match Commitment. Brad Deal seconded. The motion passed 4-0.
4.) Mower Purchase – The Cemetery Department is in need a new lawnmower, to mow 1 cemetery and Babe Wheeler Park. Brian Bemis, Cemetery Director, put together quotes from Jamie Hayes, Humphrey’s Outdoor Power, Complete Outdoor and Wright Implement. Brad Deal made a motion to purchase a 2015 XCaliber Mower for $9,695 for the Cemetery Department. Ann Bradshaw seconded. The motion passed 4-0.

FUTURE AGENDA ITEMS:
1.) Brad Deal would like to see the City have a neighborhood clean-up day for each ward. Brad suggested getting dumpsters from Wallace Brothers and placing them in wards on certain days. Mayor Wyndham will speak with Wallace Brothers about the proposed clean-up day.

COUNCIL COMMENTS:
1.) Michelle Harden-Price would like to know if the two blocks left unpaved on Greg Stultz Drive will be paved. Mayor Wyndham will look into this section.
2.) Carrol Evans asked County Commissioner Tony Fenwick about resurfacing alternatives other than paving. He was not able to help with that specific question.

Brad Deal made a motion to adjourn meeting, seconded by Carrol Evans. Motion passed 4-0. Meeting adjourned at 6:57 p.m.
