MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR NOVEMBER 14, 2018

A meeting of the Common Council was held on November 14, 2018 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.               

ROLL CALL: Steve Bell, Roy Kellar, Angela Modesitt, Brad Deal and Mayor Brian Wyndham.  Shane Litz was absent due to sickness 

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Frank Phillips from the Brazil Times, Joe Wilson, Tom Whitmarsh, and Russell Lynch.

PRAYER was said by Steve Bell.

APPROVAL OF MINUTES: NONE

AUDIENCE COMMENTS:

Joe Wilson, President of the Senior Citizens Center – was present to discuss the closure of an alleyway to the side of the Senior Citizen building.  He explained to Council the importance of the alleyway to the Center.  He requested that the Mayor and the Council look into this issue and let him know if there is anything that can be done to open alleyway back up.

Tom Whitmarsh – suggested putting Christmas lights on the new light poles in the downtown area.  Mayor Brian Wyndham explained that the City of Brazil is working with the Brazil Main Street on getting lights for the poles.  The current issue is that the existing light poles do not have receptacles for attaching lights to them.  Tom was referred to the Brazil Main Street meeting occurring that same night.

OLD BUSINESS: NONE

NEW BUSINESS:

  1. Resolution #4-2018 Britt Aero Tax Abatement – This is for a personal property tax abatement, the Redevelopment Commission approved the abatement at the October meeting.  Roy Kellar made a motion to approve Resolution #4-2018 with a 5 – year tax abatement, seconded by Angie Modesitt.  Passed 4-0.
  2. Ordinance #14-2018 – Regulation and Use of Golf Carts – There will be a $40.00 fee every 2 years and money is to be receipted into the General Fund with its own appropriation.   Roy Kellar made a motion to approve the first reading of Ordinance #14-2018, seconded by Brad Deal. Passed 4-0.
  3. Ordinance #15-2018 Authorizing Traffic Signs for Regulation of Golf – Carts.  Steve Bell made a motion to approve the first reading of Ordinance #15-2018, seconded by Brad Deal.  Passed 4-0.
  4. Resolution #5-2018 Match Commitment for Façade Grant – Brad Deal made a motion to approve Resolution #5-2018, seconded by Angie Modesitt.  Passed 4-0.
  5.  Resolution #6-2018 Slum and Blight for Façade Grant – Steve Bell made a motion to approve Resolution #6-2018, seconded by Angie Modesitt.  Passed 4-0.
  6. Resolution #7-2018 Dispatch Contract – Contract has already been through County Council and it was approved at the October 2018 meeting.  Contract will be for one year at $101,900.00 which will be paid in 2 installments.  Brad Deal made a motion to approve Resolution #7-2018, seconded by Steve Bell.  Passed 4-0.
  7. Ordinance #16-2018 amending Ordinance #19-2017 for the Animal Control Officer wages – Roy Kellar made a motion to suspend the rules and pass Ordinance #16-2018 on the first reading, seconded by Brad Deal.  Passed 4-0.  Roy Kellar then made a motion to approve Ordinance #16-2018, seconded by Brad Deal.  Passed 4-0. 

COUNCIL COMMENTS: 

  • Angie Modesitt and Steve Bell commented that they both have heard very good things about the new police car wraps.
  • Angie Modesitt stated that she would like to see if Council members could have the authority to approve contracts/bids that the City of Brazil awards.  City Attorney Traci Orman explained that she would meet with Angie and go over all the elected official’s responsibilities and statutes of government if Angie would like. 

MAYOR COMMENTS: NONE      ADJOURNMENT: Steve Bell made a motion to adjourn meeting; seconded by Angie Modesitt.  The motion passed 4-0.  Meeting adjourned at 6:31 p.m.
