MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JANUARY 13, 2021

A meeting of the Common Council was held on January 13, 2021 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.     

ROLL CALL: Steve Bell, Angela Modesitt, Shane Litz, Brad Deal and Mayor Brian Wyndham.  Karen Boes was absent.

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, Traci Orman City Attorney, Brazil City Police Chief Clint McQueen, Dallas King Wastewater Superintendent, and Greg Haggen.

PRAYER was said by Steve Bell.                      

APPROVAL OF MINUTES: Angie Modesitt made a motion to approve the December 9, 2020 and the December 30, 2020 minutes, seconded by Shane Litz.  Passed 3-0.

AUDIENCE COMMENTS:

    Greg Haggen resident at 904 North Meridian would like to have a handicap sign and handicap ramp installed at his address.  Council members unanimously decided that they would like to see the location before they decide.   

OLD BUSINESS:    NONE

NEW BUSINESS:

  1. Organizational meeting set meeting dates and times for 2021 – Brad Deal made a motion to keep the same schedule as 2020, 2nd Wednesday of every month and the 4th Wednesday of every month if a second meeting is needed. Seconded by Shane Litz.  Motion approved 4-0.
  2. Election of Officers for Council – Angie Modesitt made a motion to nominate Steve Bell for President, seconded by Shane Litz.  Motion approved 4-0.  Brad Deal made a motion to nominate Shane Litz as Vice President, seconded by Steve Bell.  Motion approved 4-0. 
  3.  Police Chief Clint McQueen, Additional Appropriation for part-time police – Police Chief Clint McQueen requested $35,000.00 from the General Fund Cash Reserves to fund the new part-time officers.  Steve Bell made a motion to approve additional appropriation of $35,000.00 for part-time officers, seconded by Shane Litz.  Motion approved 4-0.
  4. Ordinance 3-2021: Amending 50.29 regarding Hauled WastewaterShane Litz made a motion to approve 1st reading of Ordinance #3-2021, seconded by Brad Deal. 1st reading approved 4-0.
  5. Council appointments to the Advisory Plan Commission – City Attorney Traci Orman requested reappointments of Mayor Brian Wyndham, Karen Boes and Greg Sanders.  Steve Bell made a motion to approve reappointments, seconded by Angie Modesitt.  Motion approved 4-0.   
  6. Ordinance 20-2020: Amending City Zoning MapBrad Deal made a motion to Table Ordinance 20-2020, seconded by Shane Litz.  Motion tabled 4-0.
  7. Ordinance 2-2021 rezoning on West Whiterock RoadBrad Deal made a motion to table Ordinance 2-2021, seconded by Steve Bell.  Motion tabled 4-0.
  8. Ordinance 1-2021: Rezoning 7831 North State Road 59 – Building a Barn for use of an event center.  Angie Modesitt made a motion to suspend the rules and approve Ordinance 1-2021 on the first reading, seconded by Brad Deal. Passed 4-0.  Angie Modesitt then made a motion to approve Ordinance 1-2021, seconded by Brad Deal.  Motion approved 4-0.
  9. Ordinance 4-2021: StormwaterBrad Deal made a motion to approve 1st reading of Ordinance 4-2021, seconded by Steve Bell.  1st reading approved 4-0.

COUNCIL COMMENTS:  

Angie Modesitt–

  • Commented that Wallace Brothers is going down the wrong way on Meridian Street when they pick up trash on Tuesdays.  Mayor Brain Wyndham stated that he will call Wallace Brothers and check into situation.          

MAYOR COMMENTS: Mayor Brian Wyndham informed Council that the City of Brazil will be applying for a 3rd round of Covid -19 Grant Money. 

FUTURE AGENDA ITEMS:

Next City Council Meeting scheduled for February 10, 2021 at 5:00 p.m. 

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Shane Litz.  The motion passed 4-0.  Meeting adjourned at 6:58 p.m.
