MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JULY 12, 2023

A meeting of the Common Council was held on July 12, 2023, at 5:00 P.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER:  Prayer was led by Karen Boes.

ROLL CALL: Mayor Brian Wyndham and Council Members, Karen Boes, Steve Bell, Angie Modesitt, Brad Deal and Shane Litz.

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk- Treasurer Karen McQueen, Fire Department Union President Zach Mormans, Frank Phillips with DLC Media, a representative from the Brazil Times, Jim Holtel HR Director with Indiana Powder Coating and Diane Powell representative for US Senator Todd Young.     

APPROVAL OF MINUTES:   Angie Modesitt made a motion to approve the June 14, 2023 Minutes, seconded by Steve Bell.  Motion Passed 4-0.  

AUDIENCE COMMENTS: Diane Powell introduced herself to the council members as the representative for US Senator Todd Young. 

OLD BUSINESS:

  1. Final Action and Abatement Calculation Agreement:  David Hail the Plant Manager from Indiana Powder Coating Tax Abatement was present to answer any questions that council had pertaining to the abatement requests. 
  2. 10-year Real Property (New Building):  Resolution 2-2023:  Steve Bell made a motion to approve the Final Action for a 10-year Real Tax Abatement, Resolution 2-2023, seconded by Karen Boes.  Motion Passed 5-0. 
  3. 7-year Personal Property (Equipment): Resolution 3-2023: Steve Bell made a motion to approve the Final Action for a 7-year Personal Tax Abatement Resolution 3-2023, seconded by Karen Boes.  Motion Passed 5-0.      
  4. Veregy – Representative Rick Anderson was present to discuss the City of Brazil options for solar energy.  There were 2 proposals presented to council members.  Each council member was given a packet of information to review these options.  It was unanimous by the council members to table Veregy for further review. 

NEW BUSINESS:

  1. Brazil Police Department Chief Clint McQueen was present to request additional funding for the Police Department: Chief Clint McQueen explained that they were requesting an additional $20,000.00 to cover budget expenses pertaining to there Overtime line item.  There plan was to cover additional Overtime with their remaining personal services budget, from two police officers leaving employment. Chief Clint McQueen further explained that they would like to hire two new police officers instead of only one and the extra $20,000.00 would help fund this.  Steve Bell made a motion to appropriate $20,000.00 to the Brazil City Police Department, seconded by Brad Deal.  Motion Passed 5-0.       

COUNCIL COMMENTS:

Karen Boes – Complimented the City of Brazil Street Department for all of their hard work with the cleanup process from the recent storms that we had.

Brad Deal – Stated that he was happy to see the Citizens in the Community and the City of Brazil workers coming together to cleanup the city after the recent storms.

Steve Bell – Stated that he was glad that our city water system did not stop through the storms and the aftermath.  Steve Complimented the water department on all their hard work to keep this from happening.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Angie Modesitt.  Motionpassed 5-0. Meeting adjourned @ 6:02 p.m.
