MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR MAY 26, 2021

A meeting of the Common Council was held on May 26, 2021 at 5:00 p.m. in the new Police Department training facility. The meeting was called to order by President of Council Steve Bell.     

ROLL CALL: Steve Bell, Shane Litz, Brad Deal, and Karen Boes. Angie Modesitt and Mayor Brian Wyndham were not present.   

The Pledge to the American Flag was led by President of Council Steve Bell.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Traci Orman, Brazil City Resident John Driscoll, Pastor Tom Roeschlein with the Door Fellowship Church, Frank Phillips with the Brazil Times and CEO Mike McCraken with Indiana Powder Coating Inc.

PRAYER was said by Karen Boes.                   

APPROVAL OF MINUTES: Shane Litz made a motion to approve the April 28, 2021 minutes, seconded by Karen Boes.  Passed 4-0.

AUDIENCE COMMENTS:

Resident John Driscoll – Explained to council that he is upset with certain incidents with the “Brazil Cruise in” that is happening 1-2 times annually and he would like to see certain regulations set.

    Pastor Tom Roeschlein – Explained that there was some work completed by the City on the yard of the church’s property and he wanted to make sure that the yard would be put back to the way it was before the work was completed. Pastor Tom Roeschlein presented pictures to the council.  Pastor Tom Roeschlein was directed to call Janet McClellan, Planning and Zoning Administrator at Brazil City Hall.   

OLD BUSINESS:

  1. Resolution #2-2021: Owen County Real Estate Holdings Request for Real Property Tax Abatement.
  2. Final Action on Resolution #2-2021
  3. Abatement Calculation Agreement

Shane Litz made a motion to approve Resolution #2-2021 for 10 years on the first reading, seconded by Brad Deal.  Passed 4-0.

  • SB-1 final approval

Shane Litz made a motion to approve Resolution #3-2021 for 10 years on the first reading, seconded by Brad Deal.  Passed 4-0.

NEW BUSINESS:

  1. Chicken Co-op Request – Located at the corner of Compton Street and Depot, Council decided to table the request until the Chicken Coop area is complete, due to being able to see coop from the road. 
  2. Sub-Recipient Agreement for CDBG Funded Projects: City of Brazil and C.A.R.S (Covid III Grant) – Karen Boes made a motion to approve the agreement, seconded by Brad Deal.  Passed 4-0.
  3. Annual Review of Tax Abatements: CF-1’s

Shane Litz made a motion to approve compliance with the CF-1’s for Morris Manufacturing, seconded by Brad Deal.  Passed 4-0.

  • Ordinance 8-2021: ARP Fund EstablishmentBrad Deal made motion to approve first reading of Ordinance 8-2021, seconded by Shane Litz.  Passed 4-0.
  • Resolution 4-2021: Electronic Meeting PolicyShane Litz made a motion to table Resolution 4-2021, giving Council more time to review policy. 

COUNCIL COMMENTS:  

Shane Litz – Stated that he has received many comments from residents concerning the new Storm Water Utility fee.  He explained that once he explained detailed information individuals were okay. 

Brad Deal – Stated the same comment as Shane Litz     

MAYOR COMMENTS: None

FUTURE AGENDA ITEMS:

Next City Council Meeting scheduled for June 23, 2021 at 5:00 p.m. 

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Shane Litz.  Passed 4-0.  Meeting adjourned at 6:03 p.m.
