MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 13, 2023

A meeting with the Board of Public Works was held on September 13, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

The Pledge was led by Mayor Brian Wyndham.

ROLL CALL: Mayor Brian Wyndham, Linda Messmer, Ruthann Jeffries, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, PZ Assistant Cathy Hunter, Fire Chief Jake Bennett, Wastewater Supt. Dallas King, Tom Van Hoy of Van Hoy and Sons, Daniel Rose

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from August 23, 2023, seconded by Ruthann Jeffries.  The motion passed 3-0.

PUBLIC SAFETY: None

    OLD BUSINESS: None

    NEW BUSINESS:

  1. Splash Pad Project (Parks)
  2. Change Order No. 1 – Linda Messmer made a motion to approve Change Order No. 1 for the Splash Pad Project at Forest Park, seconded by Ruthann Jeffries.  The motion passed 3-0.  Change Order No. 1 will add electrical bonding and is recommended by the Engineer.
  3. Pay Application No. 2 – Linda Messmer made a motion to approve Pay Application No. 2 to The Peterson Company, LLC for $8381.34 for work completed on the Forest Park Splash Pad, seconded by Ruthann Jeffries.  The motion passed 3-0.
  4. Abatement Calculation Agreement – Timberland Home Center – Ruthann Jeffries made a motion to approve the Abatement Calculation Agreement, for Timberland Home Center, personal property, seconded by Linda Messmer.  The motion passed 3-0.
  5. Public Facilities Grant (IOCRA) -DLZ Contract – Linda Messmer made a motion to approve the agreement between the City of Brazil and DLZ for work on the IOCRA Public Facilities Feasibility Planning Study for a Community/Event Center project, contingent on receiving the IOCRA award, environmental release, and authorizing the Mayor to sign future documents, seconded by Ruthann Jeffries.  The motion passed 3-0.
  6. Wastewater
  7. Agreement with Town of Spencer to operate WWTP – Ruthann Jeffries made a motion to approve the Agreement for Services between the City of Brazil and the Town of Spencer, Indiana, seconded by Linda Messmer.  The motion passed 3-0. The Town of Spencer will compensate the City of Brazil $30,000 annually.
  8. Agreement with Dallas King, Jr. regarding operation of outside WWTP (Spencer) – Ruthann Jeffries made a motion to approve the Amended Professional Services Contract for Management of Outside Wastewater Contracts 2023, adding the Spencer Contract for the period of September 13, 2023 through December 31, 2023, seconded by Linda Messmer.  The motion passed 3-0.

  10. Mowing (see attached list) – Linda Messmer made a motion to approve the Mowing List for September 13, 2023, seconded by Ruthann Jeffries.  The motion passed 3-0.
  11. Clean Ups (see attached list) – Linda Messmer made a motion to approve the Clean Up List for September 13, 2023, seconded by Ruthann Jeffries.  The motion passed 3-0.

CLAIMS:

  1.  Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on September 27, 2023.

   by Linda Messmer The motion passed 3-0.  The meeting was adjourned at 10:20 a.m.
