MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR SEPTEMBER 12, 2019
A meeting with the Board of Public Works was held on September 12, 2019 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Ruthann Jeffries, Linda Messmer, Mayor Wyndham, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Planning and Zoning Assistant Cathy Hunter, Wastewater Superintendent Billy Goodrich, Andy Wildman, Barbara Lucas
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from August 28, 2019; seconded by Ruthann Jeffries. The motion passed 3-0.
OLD BUSINESS: NONE
NEW BUSINESS:
- Andy Wildman – Water/Wastewater Adjustment – Andy Wildman was present to ask about a recent water leak on his property and requested an adjustment to his bill. Linda and Ruthann had already approved a 2-month adjustment through claims and informed Mr. Wildman of the approval.
- Approval of Strand Agreement – Stormwater Utility Rates –Wastewater Supt. Billy Goodrich was present to discuss the need for a study to Delineate Impervious Areas to Establish Equivalent Runoff Units. This is the first step needed in order to establish the rates that would be needed to support a Stormwater Utility for the City. Linda Messmer made a motion to approve the Agreement for General Services with Strand Associates, Inc., seconded by Ruthann Jeffries. The motion passed 3-0.
- Approval of Mowing (see list) – Linda Messmer made a motion to approve the mowing list for September 9, 2019; seconded by Ruthann Jeffries. The motion passed 3-0.
- Unsafe Buildings – The building inspector has been through property at 814 N. Mary Patton Drive and stated that the property is a fire hazard and should be deemed unsafe. The property at 618 N Forest has foundation/structural issues and needs to also be deemed unsafe. Linda Messmer made a motion to affirm 814 N. Mary Patton Drive and 618 N. Forest as unsafe buildings; seconded by Ruthann Jeffries. The motion passed 3-0.
AUDIENCE COMMENTS: Barbara Lucas was present and thanked the City for the hard work with unsafe housing removal and improving the streets in Brazil. Mayor Wyndham stated that it is a community effort and the support is an attribute to our City.

- Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
