MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 22, 2018

 

A meeting with the Board of Public Works was held on August 22, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett. Ruthann Jeffries was absent.

OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, Street Superintendent Brian Bemis, Planning and Zoning Administrator Janet McClellan, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from August 8, 2018; seconded by Mayor Wyndham.  The motion passed 2-0.

OLD BUSINESS: NONE

AUDIENCE COMMENTS: NONE

 

POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 684 calls for service in July which led to 67 incident reports, 27 arrests, 63 tickets, 80 warnings, 14 crashes, 31 vehicle impounds, 7 handgun permits and 2 special events.
  • Chief McQueen noted that crashes were down 33% from last year.
  • Linda Messmer asked about the impounds and Chief McQueen explained that cars are impounded for various violations including unlicensed or sitting empty on properties.
  • Special events coming up are the Main Street Hwy 40 Fest, K-Day Parade and the Mayor’s Ride for the Humane Society and K9 Fund.
  • Mayor Wyndham commented that he appreciates all that our Police Department does.

 

NEW BUSINESS:

  • Bids for Jackson St. Sidewalk Project –Bids for the Jackson St. Sidewalk Project were opened at the August 8th Board of Works Meeting. Bids were received from Edward & Jones Concrete, Inc., Mershon and Sons Concrete LLC, JR Bowling LLC and ST Construction.  GAI Consultants reviewed each unit price entry on the bid forms and found math errors in the bids of Edward & Jones Concrete Inc and Mershon and Sons Concrete LLC.  Two of the bidders, JR Bowling and Mershon and Sons Concrete LLC are not prequalified as required therefore their bids were not considered to be responsive, responsible bids.  GAI Consultants recommends that the contract for all phases of the project be awarded to ST Construction.  Linda Messmer made a motion to reject the bids from JR Bowling and Mershon and Sons and to award the Jackson Street Sidewalk Project to ST Construction in the amount of $378,751.50, and to designate the Mayor to sign the contract as well as any future documents associated with the Project; seconded by Mayor Wyndham.  The motion passed 2-0.
  • Clean-Up List – Linda Messmer made a motion to approve the Clean-Up List for August 22, 2018; seconded by Mayor Wyndham. The motion passed 2-0.
  • Mowing List – Mayor Wyndham made a motion to approve the Mowing List for August 22, 2018: seconded by Linda Messmer. The motion passed 2-0.
  • GAI Invoices -Linda Messmer made a motion to approve invoice no. 2127832 from GAI Consultants for professional services through July 21,2018 for the Jackson St. Sidewalk and ADA Ramp Design for $3,115.00; seconded by Mayor Wyndham. The motion passed 2-0.  Linda Messmer made a motion to approve invoice no. 2128145 for professional services through July 21, 2018 for the Road Asset Management Plan (PASER Study) for $12,903.00; seconded by Mayor Wyndham.  The motion passed 2-0.

  • Utilities – Linda Messmer made a motion to approve; seconded by Mayor Wyndham. The motion passed 2-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer; seconded by Mayor Wyndham.  The motion passed 2-0.  Meeting was adjourned at 10:17 a.m.
