MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR FEBRUARY 28, 2018

 

A meeting with the Board of Public Works was held on February 28, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Street/Cemetery Superintendent Brian Bemis, Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Brazil Times Representative Connie Adams, County Assessor Jill Bennett, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: February 14, 2018; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries.  The motion passed 3-0.

OLD BUSINESS: NONE

 

FIRE CHIEF REPORT: Chief Jake Bennett

  • January calls for service totaled 42. February calls totaled 45.
  • Structure Related Incidents included an apartment fire in Meridian Towers, a structure fire at Mario Bros Restaurant and a structure fire at 753 W Knight St.
  • The fire department was dispatched to assist with an extrication in a single vehicle accident on Co Rd 1200 N.
  • Hoops for Hope is March 12 at 6 p.m. at Northview High School to raise money for American Cancer Society and Relay for Life. Clay County Firefighters will be playing the Brazil Police Officers and Clay County Sheriff Department in a basketball game.

 

NEW BUSINESS:

  • Cemetery Mowing Proposals – The City received 2 proposals to mow Restlawn and Cottage Hill cemeteries for 2018 and 2019 and these were opened at the February 14 Board of Works meeting. Lawn America’s bid for two years was $46,000 and US Lawns was $46,242.  City Attorney Traci Orman recommends Lawn America to the board after discussing with Cemetery Supt. Brian Bemis.   Ruthann Jeffries made a motion to approve the Cemetery Mowing Contract-Restlawn and Cottage Hill and the Notice of Award to Lawn America for 2018 and 2019 for $46,000, subject to appropriations; seconded by Linda Messsmer.  The motion passed 3-0.
  • Certificate of Substantial Completion-Water Project – The engineers have called the Water Project substantially complete and have provided a Certificate of Substantial Completion and as well as a Punchlist for the City of Brazil Water System Improvements project. City Attorney Traci Orman explained that there is a little asphalt, sidewalk repair, grading and seeding and miscellaneous repairs to be completed and that $35,700 will be held back until these items are complete.  Linda Messmer made a motion to acknowledge and accept the Certificate of Substantial Completion and approve the Punchlist for the Water System Improvement project; seconded by Ruthann Jeffries.  The motion passed 3-0.  Pay Application #5 to Dashiell Contracting was approved in claims.
  • GAI- Invoices for 2017 Jackson St. Sidewalk Inventory – GAI Consultants has completed the inventory work for sidewalk and curb replacement on Jackson St. from Vandalia to US 40. GAI has submitted the final two invoices for their work on this project no. D170868.  Linda Messmer made a motion to approve invoice no. 2122001 for professional services from December 24, 2017 to January 20, 2018 for $8,208.00, and invoice no. 2122907 for professional services from January 21, 2018 to February 17, 2018 for $2,448.00 on the 2017 Jackson Street Sidewalk Inventory; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • GAI Proposal – GAI Consultants has submitted a proposal to contract sidewalk and ADA ramp repairs/replacements along Jackson Street from Vandalia to US 40. GAI will provide Construction Bidding Documents, Construction Administration and Inspection, Utility Coordination and Right-of-Way Engineering Plans and Title Research. Ruthann Jeffries made a motion to approve the Proposal from GAI for project no. D180241.00 for $62,300; seconded by Linda Messmer.  The motion passed 3-0.
  • Myzak & Palmer Proposal- Facade Renderings – City Attorney Traci Orman has worked to expand the Economic Development Area for the City to include more businesses in the Façade Grant. 4 new businesses are interested in participating as well as 1 old business from last year.  Pre-application renderings are needed to apply for the grant.  Linda Messmer made a motion to approve payment of $4,500 to Myszak & Palmer, Inc. Architects to provide renderings of properties for façade rehabilitations at various downtown brazil buildings;seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Unsafe Building Affirmations – 321 W. Kruzan and 1033 E. Hendrix – Ruthann Jeffries made a motion to approve unsafe building affirmations for 321 W. Kruzan and 1033 E. Hendrix; seconded by Linda Messmer. The motion passed 3-0.

  • Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
