THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR FEBRUARY 10, 2021

A meeting with the Board of Public Works was held on February 10, 2021 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman.

OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from January 27, 2021; seconded by Ruthann Jeffries.  The motion passed 3-0

NEW BUSINESS: 

  1. Lease and Service Agreement – Safe Haven Baby Box – Linda Messmer made a motion to approve the Lease and Service Agreement between Safe Haven Baby Boxes, Inc. and the City of Brazil, seconded by Ruthann Jeffries. The motion passed 3-0.Safe Haven will provide the baby box to the City of Brazil at the Fire Station.  Said box will cost approximately $10,000 for the device and installation.  Mandy Shepherd will be spearheading some fund raising to alleviate some of the costs associated with this project.  The use of the box is authorized under Indiana Safe Haven Laws.
  • Engagement Letter Quiet Title Suit – Cox, Zwerner, Gambill & Sullivan, LLP is representing the City in filing a quiet title action in order to obtain an order establishing ownership of the 3 lots at Craig Park in which the City claimed by adverse possession when the trail project was completed at Craig Park.  The engagement letter sets forth the nature of the engagement and the terms and conditions of the Firm’s representation of the City.  Ruthann Jeffries made a motion to accept the terms of the Engagement Letter, seconded by Linda Messmer.  The motion passed 3-0.
  • Resolution 2-2021: Accepting Donated Real Property – The City is accepting real property back from the Redevelopment Commission, which was originally transferred to the CCRC as part of the the Blight Elimination Program.  The two properties are 940 W. Knight Street, and 621 East Mechanic Street.  Ruthann Jeffries made a motion to approve Resolution 2-2021, Accepting Donated Real Property, seconded by Linda Messmer.  The motion passed 3-0.

POLICE CHIEF REPORT: Chief Clint McQueen

  • Chief McQueen has requested the appointment of three part-time special officers to cover special circumstances, vacations and miscellaneous events. The part-time officers will have no benefits.  Ruthann Jeffries made a motion to appoint Mike Youngblood, Greg Barnett and Albert Waters as part-time officers, with full powers, and compensation of $20/hr. seconded by Linda Messmer.  The motion passed 3-0.

FIRE CHIEF REPORT: Chief Jake Bennett

  • The Fire Department received 551 total calls in 2020 for service comparted to 551 in 2019.  In January 2021 the Department had 50 calls for service.
  • The Fire Department upgraded their SCBA’s in January and went through orientation on the new safety features and design. 
  • The 2021 Pierce Saber chassis was delivered and is replacing the 2001 Pierce Contender as the lead engine.  The 1989 Pierce Fire Engine will be taken out of service after equipment is transferred and the new engine is equipped and put into service.

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:49 a.m.
