THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JULY 14, 2021

A meeting with the Board of Public Works was held on July 14, 2021, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from June 23, 2021, seconded by Ruthann Jeffries. The motion passed 3-0.

     FIRE CHIEF REPORT: Chief Jake Bennett

  • The Fire Dept. had 50 calls for service in May and 66 calls in June.
  • Firefighters have been training on hose line advancement, and hydraulic and mechanical ventilation and with Ceres Solutions on grain bin emergencies.
  • Firefighters gave fire prevention presentation to Open Hands Pre-School, YMCA day camp and the Brazil Public Library.

POLICE CHIEF REPORT: Chief Clint McQueen

  • Police Chief Clint McQueen requested that the Board appoint Rachel Coe as a full-time officer to the Brazil Police Department effective July 30, 2021.  Linda Messmer made a motion to appoint Rachel Coe as a full-time officer, effective July 30, 2021, seconded by Ruthann Jeffries.

NEW BUSINESS:

  1. Mowing List – Ruthann Jeffries made a motion to approve the mowing list for July 14, 2021, seconded by Linda Messmer.  The motion passed 3-0
  2. Clean Up List – Ruthann Jeffries made a motion to approve the clean up list for July 14, 2021, seconded by Linda Messmer.  The motion passed 3-0.
  3. Memorandum – Senior Citizens – Ruthann Jeffries made a motion to approve the Memorandum of Understanding between the City of Brazil and the Senior Citizens of Clay County to provide $6,000 to assist with transportation costs, seconded by Linda Messmer.  The motion passed 3-0.
  4. Agreement with GAI Consultants -Ruthann Jeffries made a motion to approve the Professional Services Agreement between GAI Consultants, Inc., and the City of Brazil to provide construction observation services for the 2021 Street Repair and Resurfacing Project, seconded by Linda Messmer.  The motion passed 3-0.  Total fees paid will not exceed $23,600.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA: July 15thExecutive Session at 3:00 and Board of Works meeting at 3:30.  The next Board of Works meeting is on July 28th.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded by Ruthann Jeffries.  The motion passed 3-0.  Meeting was adjourned at 10:25 a.m.
