THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MARCH 8, 2023

A meeting with the Board of Public Works was held on March 8, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Police Chief Clint McQueen, Brazil Times Representative Nick Wilson, Frank Phillips, Daniel Rose

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from February 22, 2023, seconded by Ruthann Jeffries.  The motion passed 3-0.

    AUDIENCE COMMENTS: NONE

    OLD BUSINESS: NONE

    NEW BUSINESS:

  1. Resolution 2-2023: A Resolution Appointing Appraisers – The City of Brazil desires to appoint appraisers to appraise any potential properties the City may be interested in purchasing in 2023.  Ruthann Jeffries made a motion to approve Resolution 2-2023, appointing appraisers David Masten and Brian Conley for the year of 2023, seconded by Linda Messmer.  The motion passed 3-0. 
  2. Resolution 3-2023: A Resolution Authorizing Property Purchase – The City would like to obtain properties at the Clay County Commissioner’s Certificate Sale set for March 23, 2023. The City would like to authorize City Planner, Janet McClellan, to bid on the properties on behalf of the City, with a limit of $1,000 per property with a total amount of $18,000.  Linda Messmer made a motion approve Resolution 3-2023, authorizing Janet McClellan to bid on properties at the Commissioner’s Sale on March 23, seconded by Ruthann Jeffries. The motion passed 3-0.
  3. Public Facilities Planning Grant (OCRA) – Kristy Jerrell Contract and Invoice – Linda Messmer made a motion to approve an Agreement between the City of Brazil and Jerrell Consulting & Grant Administration Services, LLC for a Public Facilities Planning Grant Application, and invoice for $8,400 for services, seconded by Ruthann Jeffries.  The motion passed 3-0.
  4. Contract for Mowing Wastewater properties 2023-2024: King Lawn Care – Linda Messmer made a motion to approve a Lawn Maintenance Contract between the City of Brazil and King Lawn Care for 2023 and 2024, for mowing and maintenance of Wastewater properties, seconded by Ruthann Jeffries.  The motion passed 3-0.
  5. Lease Agreement – Ruthann Jeffries made a motion to approve the Lease Agreement between the City and Brazil and First Baptist Church to lease 3 flood buyout city lots from January 1, 2023 to December 31, 2027, seconded by Linda Messmer.  The motion passed 3-0.  
  6. WWTP Phosphorus Project: Graves Pay Application No. 3 – Ruthann Jeffries made a motion to approve Pay App No. 3 for $94,431.90 to Grave Construction Services for work on the Chemical Feed Building required by IDEM for Phosphorus removal, seconded by Linda Messmer.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office, seconded by Linda Messmer.  The motion passed 3-0.
  2. Utilities’ Office – Linda Messmer a motion to approve the claims from the Utilities’ Office, seconded Ruthann Jeffries.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on March 22, 2023.  Community Crossings bids will be opened.  A special meeting will be held on March 24, 2023, to award the bids.

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries, seconded  

   by Linda Messmer. The motion passed 3-0.  Meeting was adjourned at 10:32 a.m.
