THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR FEBRUARY 1, 2023

A meeting with the Board of Public Works was held on February 1, 2023, due to a weather cancellation of the January 25, 2023 meeting, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham

ROLL CALL: Brian Wyndham, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman (Ruthann Jeffries was absent.)

OTHERS PRESENT: Brazil Times Representative Nick Wilson

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from January 11, 2023, seconded by Mayor Wyndham.  The motion passed 2-0.

    AUDIENCE COMMENTS: NONE

    OLD BUSINESS: NONE

    NEW BUSINESS:

  1. US40 Water Line Relocation Project: Change Order No. 1 (Van Hoy & Sons Contracting, Inc.) for extension of project completion time – Van Hoy & Sons Contracting, Inc. is requesting a 140-day extension for completion of work on the Raw Water Main Relocation Project.  The request is due to supply disruptions, material delivery delays, utility conflicts, and the need for an additional easement acquisition.  The engineers recommend approving the extension.  Mayor Wyndham made a motion to approve Change Order No. 1, a 140-day extension for Van Hoy & Sons Contracting, Inc., contingent upon INDOT approval; seconded by Linda Messmer.  The motion passed 2-0.
  2. Community Crossings 2022-2 – Local Road and Bridges Matching Grant Agreement with State of Indiana for 2nd round of 2022 (Concrete: Fairway Dr. and St. Andrews Dr. and HMA: McGuire St.) – Linda Messmer made a motion to approve the Local Roads and Bridges Matching Grant Agreement between the Indiana Department of Transportation (State) and the City of Brazil, seconded by Mayor Wyndham.  The motion passed 2-0.  The Grant Agreement will enable the State to award a Grant of $38,570.62, to the City of Brazil, representing 75% of the eligible cost of the project.
  3. Ordinance Violation Mowing: 2023 Lawn Maintenance Contract with Bemis Lawn Care – Linda Messmer made a motion to approve a Lawn Maintenance Contract between the City of Brazil and Bemis Lawn Care for 2023 mowing of properties in violation of the City of Brazil’s code of Ordinance 4-2016, seconded by Mayor Wyndham.  The motion passed 2-0.  The City will pay Bemis Lawn Care $2,000/month from May 1, 2023 through October 31, 2023.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Mayor Wyndham.  The motion passed 2-0.
  2. Utilities’ Office – Mayor Wyndham a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on February 8, 2023

   ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded  

   by Mayor Wyndham. The motion passed 2-0.  Meeting was adjourned at 10:14 a.m.
