MINUTES OF
THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR SEPTEMBER 28, 2022
A meeting with the Board of Public Works was held on September 28, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
Pledge was led by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman
OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, Fire Union President Zach Mormans, Marsha Craney from GAI Consultants, Nick Wilson from Brazil Times, Daniel Rose
APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from September 14, 2022, seconded by Mayor Wyndham. The motion passed 3-0.
AUDIENCE COMMENTS: Mr. Rose asked about revamping ordinances that are outdated and no longer apply to the City. Mayor Wyndham said that he will talk to the Council about this issue.
OLD BUSINESS: None
POLICE CHIEF REPORT: Chief Clint McQueen
- There were 996 calls for service in September, which led to 102 incident reports, 19 arrests, 13 tickets, 64 warnings and 11 impounds.
- Chief McQueen requests that the Board appoint Josh Lynch, a full time Police Officer for the City with an official hire date of October 7, 2022. Linda Messmer made a motion to appoint Josh Lynch as a full time Police Officer for the City, seconded by Ruthann Jeffries. The motion passed 3-0.
FIRE CHIEF REPORT: Chief Jake Bennett
- Firefighters will be doing hydrant testing in the City for the next few weeks.
NEW BUSINESS:
- Auctioneer Contract for Sale of City Properties – Ruthann Jeffries made a motion to approve the Real Estate Auction Contract between the City of Brazil and Zack Wise for an auction on October 5th at 6 p.m. at City Hall, seconded by Linda Messmer. The motion passed 3-0.
- Recodification Agreement – Ruthann Jeffries made a motion to approve the Recodification Agreement between the City of Brazil and American Legal Publishing Corporation for a base price of $16,795 for services involved in codifying the City of Brazil Ordinances, seconded by Linda Messmer. The motion passed 3-0.
- GAI Contract for updating Asset Management Plan for 2023 – Linda Messmer made a motion to pay GAI Consultants a sum of $10,000 to provide the Brazil 2022 Asset Management Plan Update to apply for 2023 Community Crossings funds, seconded by Ruthann Jeffries. The motion passed 3-0.
- 2023 Salary Amendment – Firefighters’ Contract – Linda Messmer made a motion to approve the Salary Amendment to the Firefighters’ Contract which will set the salaries for 2023 and which reduces the tiers from 5 to 3, seconded by Ruthann Jeffries. The motion passed 3-0.
CLAIMS:
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries. The motion passed 3-0.
- Utilities’ Office – Ruthann Jeffries a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer. The motion passed 3-0.
FUTURE AGENDA ITEMS: The City Property Auction is October 5th at 6 p.m. at City Hall. The next Board of Works Meeting is on October 12th.
ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded
by Ruthann Jeffries. The motion passed 3-0. Meeting was adjourned at 10:34 a.m.
