MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR FEBRUARY 14, 2024

A meeting of the Common Council was held on February 14, 2024, at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER:  Prayer was led by Karen Boes.

ROLL CALL: Mayor Brian Wyndham and Council Members, Shane Litz, Steve Bell, Karen Boes, Brad Deal and Angie Modesitt.  

OTHERS PRESENT:

  • Deputy Clerk- Treasurer Melissa Dorsett, City Attorney Traci Orman, Brazil Times Representative Hayley Cooper, Attorney Lou Britton of Cox, Zwerner, Gambill & Sullivan, Jeff Thompson and Bob DeCamp from the Clay County Senior Center

APPROVAL OF MINUTES:   Karen Boes made a motion to approve the January 10, 2024 minutes, seconded by Angie Modesitt.  Motion passed 5-0.

AUDIENCE COMMENTS: None

OLD BUSINESS: None

NEW BUSINESS:

  1. Senior Citizens – Jeff Thompson and Bob DeCamp were present from the Clay County Senior Center to ask for help with funding for 2024 for the Senior Center.  Jeff and Bob explained that the Center is struggling with funding and would appreciate anything the City can give.  The City has previously given $6,000.  Shane Litz made a motion to approve $10,000 for the next 3 years (2024-2026) to the Clay County Senior Center, with $6,000 per year from the General Fund and $4,000 per year from ARP Funds, seconded by Brad Deal.  The motion passed 5-0.
  2. Lou Britton – Lou Britton, Attorney with Cox, Zwerner, Gambill & Sullivan was present to explain Tax Abatements to the Council. 
  3. Capital Asset Policy – City Attorney, Traci Orman asked Council to look at revising the Capital Asset Ordinance 6-2017 and to think about raising the threshold for capital assets.  The information has been emailed to the Council members for review.

COUNCIL COMMENTS:

  • Angie Modesitt – There is an issue with people driving the wrong way on Meridian Street, especially during school pick up and drop off times.  She has also heard complaints of speeding near East Side school. Angie also thanked Mr. Britton for his time and the information.
  • Steve Bell – Thanked Mr. Britton for his time and information.
  • Brad Deal – Thanked Mr. Britton.
  • Karen Boes – Thanked Mr. Britton for his time and reminded everyone that Brazil needs to stay “Progressive, Vibrant and Ready”.
  • Shane Litz – Concerned about traffic issues and speeding and also people driving in the parking lane.

MAYOR COMMENTS:

Mayor Brian Wyndham – Mayor Wyndham thanked Mr. Britton for the information and reminded the Council of the need for housing in Brazil to be able to increase and support population growth.  Mayor will also follow up with the Police Chief to discuss the traffic issues and concerns.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Steve Bell.  Motion passed 5-0. Meeting adjourned @ 6:05 p.m.
