MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR MARCH 13, 2024
A meeting of the Common Council was held on March 13, 2024, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Prayer was led by Steve Bell.
ROLL CALL: Mayor Brian Wyndham and Council Members, Steve Bell, Karen Boes, Brad Deal and Angie Modesitt.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Traci Orman, Brazil Times Representative Hayley Cooper, residents of Northwood Subdivision Kreig Wallen and Janarae Wallen, Rick Anderson with Veregy, and Mike O’Keefe a Representative with Frontier
APPROVAL OF MINUTES: Brad Deal made a motion to approve the February 14, 2024 minutes, seconded by Steve Bell. Motion passed 4-0.
AUDIENCE COMMENTS: None
OLD BUSINESS:
- Capital Assets Policy – City Attorney Traci Orman discussed with council the possibility of upping the threshold of the Capital Assets Plan that the City of Brazil currently has. Clerk-Treasurer Karen McQueen explained that she could get information from other cities and towns and bring this information back to the council for a future meeting.
NEW BUSINESS:
- Kreig Wallen – Northwood Subdivision: Kreig was present to represent the residents living in the Northwood Subdivision. He explained that he would like to see something done about the speeding cars in the subdivision. He also explained that there was no speed limit sign on Northwood East Street and would like to request one. He also wanted to have council consider potentially reducing the speed limit from 20 MPH to 15 MPH, or installing another stop sign at the end of Pell Street and Northwood Drive, and or finally, Kreig suggested the possibility of adding speed bumps to the neighborhood. Council members unanimously agreed that they would like to visit the area before deciding on what could be done, if anything.
- Michael O’Keefe (Frontier) presentation – Fiber: Michael O’Keefe gave a presentation to the council and explained that 75% of the lines would be ariel and only 25% would be underground. He also explained that they held strict construction standards to the contractors completing street cuts and cleanups after lines were put into place.
- Request for Qualifications – Guaranteed Energy Savings Contract: Brad Deal made a motion to proceed with the project and award the contract to Veregy, seconded by Steve Bell. Motion passed 4-0.
- RDA Report : City Attorney Traci Orman handed out report to council from Gateway for their reveiew.
- ORD 1-2024: Handicap Parking 604 & 612 South Chicago: Steve Bell made a motion to suspend the rules and pass Ordinance 1-2024 on the first reading, seconded by Brad Deal. Motion passed 4-0. Steve Bell then made a motion to approve Ordinance 1-2024, seconded by Angie Modesitt. Motion passed 4-0.
- ORD 2-2024 Stop Streets (Pinkley & Edgewood) : Brad Deal made a motion to suspend the rules and pass Ordinance 2-2024 on the first reading, seconded by Angie Modesitt. Motion passed 4-0. Brad Deal then made a motion to approve Ordinance 2-2024, seconded by Angie Modesitt. Motion passed 4-0.
- RES 1-2024 – ARPA Plan Amendment : This was tabled until the next meeting.

MAYOR COMMENTS:
Mayor Brian Wyndham – Mayor Wyndham started off by asking council to appropriate $20,000.00 of the General Funds cash reserves to pay for the repairs made to the ladder truck with the MacQueen Corporation. Steve Bell made a motion to pay for the repairs out of the General Fund cash reserves, seconded by Angie Modesitt. Motion passed 4-0. Mayor Brian Wyndham then explained that the City of Brazil had some good opportunities coming up for the housing industry. He explained that he would like to see the City of Brazil be on board with these opportunities. Mayor Brian Wyndham also explained that we were in the process of getting financial figures on replacing the Raw Water Main. Finally, Mayor Brian Wyndham stated that Republic Trash Services has done a great job of working out all the glitches that they have had since taking over from Wallace Bros.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Angie Modesitt. Motion passed 4-0. Meeting adjourned @ 6:24 p.m.
