MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR JULY 10, 2024
A meeting of the Common Council was held on July 10, 2024, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Prayer was led by Karen Boes.
ROLL CALL: Mayor Brian Wyndham and Council Members, Steve Bell, Karen Boes, Shane Litz, Brad Deal and Angie Modesitt.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Traci Orman and Brazil Times Representative Hayley Cooper.
APPROVAL OF MINUTES: Karen Boes made a motion to approve minutes from June 12, 2024, seconded by Angie Modesitt. The motion passed 5-0.
AUDIENCE COMMENTS: City Attorney Traci Orman wanted the council to know that Baker Tilley was still working on the water and wastewater rate study.
OLD BUSINESS:
- ARPA – Mayor Brian Wyndham suggested patching a majority of the road cuts around the city with the remainder of the ARPA monies. The council decided they would use CIA to complete these patches. The council also decided that they would like to pay the Senior Citizen Center the rest of the money that they obligated out of ARPA this 2024 fiscal year. Angie Modesitt made a motion to formalize the above suggestions, seconded by Brad Deal. Motion Passed 5-0.
NEW BUSINESS:
- Stormwater Ordinance 4-2024: Ordinance has been made due to all the changes with the MS4 Position and compliance. Shane Litz made a motion to pass Ordinance 4-2024 on the first reading, seconded by Steve Bell. Motion Passed 5-0.
- Contractor Ordinance 5-2024: Council discussed Ordinance Pros and Cons. Brad Deal made a motion to pass Ordinance 5-2024 on the first reading, seconded by Karen Boes. Motion Passed 4-1. Shane Litz opposed.
COUNCIL COMMENTS:
- Angie Modesitt – Wanted to wish City Attorney Traci Orman Good Luck with her new job that she had accepted.
- Steve Bell – Wanted to wish City Attorney Traci Orman Good Luck with her new job that she accepted. Steve also stated that he was glad to see the growth of another company opening up out by Great Dane. Finally, Steve made a comment about being frustrated with the Railroad Company and a stretch of land that they still own on Jackson Street and Chicago Avenue here in town. Steve commented that the grass is way overgrown and needs to be mowed.
- Brad Deal –Thanked the Brazil City Sewer Department for fixing the drainage on Midland Street and Columbia by his home address. However, Brad stated that they still needed to fix the sidewalks and the yards of homeowners.
- Karen Boes – None
- Shane Litz – Commented that the 4th of July celebration went well and stated that he was recently told and wanted to pass along, that our Forest Park Golf Course was mentioned as being one of the nicest golf courses in Indiana.
MAYOR COMMENTS:
- Mayor Wyndham stated that the West end of town will soon add a new Dollar General.

ADJOURNMENT: Brad Deal made a motion to adjourn the meeting, seconded by Shane Litz. Motion passed 5-0. Meeting adjourned @ 5:57 p.m.
