MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR APRIL 10, 2024
A meeting of the Common Council was held on April 10, 2024, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Prayer was led by Karen Boes.
ROLL CALL: Mayor Brian Wyndham and Council Members, Steve Bell, Karen Boes, Brad Deal, Shane Litz and Angie Modesitt.
OTHERS PRESENT:
- Deputy Clerk Treasurer Melissa Dorsett, Brazil Times Representative Hayley Cooper, Rick Anderson and Tim Zange with Veregy, Roy Kellar, Michael Churchill, Michelle Churchill
APPROVAL OF MINUTES: None
AUDIENCE COMMENTS: None
OLD BUSINESS:
- Northwood Subdivision (stop sign) – There had been previous complaints about speeding in Northwood Subdivision and the need for additional speed limit signs. Mayor Wyndham asked the Council for comments. Brad Deal commented that there are a lot of children playing in the streets and suggested one more speed limit sign be added on the East entrance.
NEW BUSINESS:
- Michael Churchill- noise ordinance – Michael and Michelle Churchill are residents of Meridian Street and had a complaint about the neighbors riding motorcycles and dirt bikes in the lot North of them. The Churchill’s have contacted the Police and wanted to discuss the noise ordinance with the Mayor and Council. The Mayor will discuss the complaints with the Police Chief and City Attorney and be in contact with the Churchills about a solution.
- Veregy – Guaranteed Energy Savings Contract –Rick Anderson and Tim Zange with Veregy were present to discuss the solar and street light project. Council decided to move forward with this project.

- Karen Boes – Karen has noticed ongoing issues with people ignoring the one-way signs on Meridian Street.
- Shane Litz – Shane commented that Brazil was fortunate to not have the traffic issues that were expected due to the eclipse.
MAYOR COMMENTS:
- The City was awarded $538,929.74 from INDOT for Community Crossings.
- There will be approximately $35,000 left in ARPA money for the Council to think about and it needs to be appropriated.
- Eclipse traffic wasn’t what was anticipated, and everything went well.
FUTURE AGENDA ITEMS: nextCouncil Meeting May 8, 2024 @ 5 pm.
ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Steve Bell. Motion passed 5-0. Meeting adjourned @ 5:40 p.m.
