THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR APRIL 28, 2021
A meeting with the Board of Public Works was held on April 28, 2021 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
Pledge was led by Mayor Wyndham.

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan, PZ Asst. Cathy Hunter, Council President Steve Bell, Frank Phillips
APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from April 14, 2021; seconded by Ruthann Jeffries. The motion passed 3-0.
OLD BUSINESS: None
NEW BUSINESS:
- Covid Phase III Grant -Jerrell Consulting and Grant Administration Services LLC Contract and Invoice – The City of Brazil (partnered with C.A.R.S. and the Clay County Food Pantry) has recently been awarded an IOCRA grant for $250,000 to be used toward mental health and food distribution. Ruthann Jeffries made a motion to approve the Agreement for Professional Grant Administration services between the City of Brazil and Jerrell Consulting and Grant Administration Services, LLC and the invoice for $6,250.00 to be paid to Jerrell Consulting, from the General Fund, seconded by Linda Messmer. The motion passed 3-0.
- Mowing List – Linda Messmer made a motion to approve the Mowing List for April 28, 2021, seconded by Ruthann Jeffries. The motion passed 3-0.
- Clean Up List – Ruthann Jeffries made a motion to approve the Clean Up List for April 28, 2021, seconded by Linda Messmer. The motion passed 3-0.
- Boundary Survey for New City Garage – The City has hired Myers Engineering Inc, to perform a boundary survey at property at 116 N. Depot, site of the new City Garage. The fees will not exceed $6,000 and will be billed monthly and paid out of the 2020 Bond. Linda Messmer made a motion to approve the Agreement between Myer’s Engineering, Inc. and the City of Brazil, seconded by Ruthann Jeffries. The motion passed 3-0.
POLICE REPORT: Chief Clint McQueen
- There were 1361 calls for service in March which led to 95 incident reports, 24 arrests, 20 tickets, 82 warnings, 12 crashes, 21 vehicle impounds and 11 handgun permits.
- Chief McQueen requests that the Board appoint Brandon Crowley as a part-time special officer to cover special circumstances, vacations and miscellaneous events. Linda Messmer made a motion to appoint Brandon Crowley as a part-time special officer, with full powers, and compensation of $20/hr., seconded by Ruthann Jeffries. The motion passed 3-0.
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries. The motion passed 3-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer. The motion passed 3-0.
ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer. The motion passed 3-0. Meeting was adjourned at 10:22 a.m.
