MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 28, 2024

A meeting with the Board of Public Works was held on August 28, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

The Pledge was led by Ruthann Jeffries.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Andrea Moon (Mayor Wyndham was absent)

OTHERS PRESENT: Police Chief Clint McQueen, Asst. Police Chief Dennis Archer, 

PZ Administrator Janet McClellan

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from August 14, 2024, seconded by Ruthann Jeffries. The motion passed 2-0.

AUDIENCE COMMENTS: None

OLD BUSINESS: None

NEW BUSINESS:

  1. Approval of Cleanups – see list – Linda Messmer made a motion to approve the Cleanup list for August 28, 2024, seconded by Ruthann Jeffries.  The motion passed 2-0.
  2. Approval of Mows – see list – Linda Messmer made a motion to approve the Mow list for August 28, 2024, seconded by Ruthann Jeffries.  The motion passed 2-0.
  3. Affirmation of Unsafe Building Order – Linda Messmer made a motion to approve the Affirmation of Unsafe Building Order for property owned by Mark and Don Rissler at 520 S. Alabama, seconded by Ruthann Jeffries.  The motion passed 2-0.  The building will be demolished on September 12, 2024.
  4. Taser Policy – Asst. Police Chief Dennis Archer proposed a new taser policy to provide officers with guidelines for the issuance and use of the conducted energy devices, commonly known as tasers.  Linda Messmer made a motion to approve the Conducted Energy Device policy for the City of Brazil Police Department, seconded by Ruthann Jeffries.  The motion passed 2-0.
  5. Special Officers – Police Chief Clint McQueen has requested that the Board appoint Rachel Crosby, Michael Tisdale and Zieke Little as Special Officers with full law enforcement powers.  Linda Messmer made a motion to approve the appointment of Rachel Crosby, Michael Tisdale and Zieke Little as Special Officers with the City of Brazil Police Department, seconded by Ruthann Jeffries.  The motion passed 2-0.

CLAIMS:

  1. Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office, seconded by Linda Messmer.  The motion passed 2-0.
  2. Utilities’ Office – Linda Messmer made a motion to approve the claims from the Utilities’ Office, seconded by Ruthann Jeffries.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next meeting will be September 11, 2024 at 10:00 a.m. in the Council Chambers

 ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

 by Linda Messmer.  The motion passed 2-0.  The meeting was adjourned at 10:33 a.m.
