MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR JUNE 12, 2024
A meeting with the Board of Public Works was held on June 12, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
The Pledge was led by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, and City Attorney Traci Orman.
OTHERS PRESENT: Fire Chief Jake Bennett, PZ Administrator Janet McClellan, PZ Assistant Cathy Hunter, Street Superintendent Brian Bemis, Brazil Times Representative Haylee Cooper
APPROVAL OF MINUTES: Linda Messmer made a motion to approve the minutes from May 22, 2024, seconded by Ruthann Jeffries. The motion passed 3-0.
AUDIENCE COMMENTS: None
PUBLIC SAFETY REPORT: Fire Chief Jake Bennett (see attached report)
- The Fire Department responded to 81 calls for service in May, compared to 43 calls for service in May 2023.
OLD BUSINESS:
- Community Crossings 2024-1: Bid Award, Notice of Award, Contract Approval and Notice to Proceed – The City of Brazil was awarded funds from INDOT for the 2024 Street Surface Sealing Project. Two bids were received and opened at the May 22nd meeting.
Central Indiana Asphalt (CIA) Total Bid $467,569.74
HASCO Total Bid $581,399.80
There was a calculation error in the bid submitted by CIA. The new bid amount is $467,949.74. GAI Consulting reviewed the bids and found CIA to be the lowest responsive bidder, and below the engineer’s original estimate. GAI has submitted a Letter of Recommendation to award the contract to Central Indiana Asphalt (CIA). Linda Messmer made a motion to approve the Notice of Award and contract with CIA and to empower the Mayor to execute the Notice to Proceed once we receive all necessary documents, seconded by Ruthann Jeffries. The motion passed 3-0.
NEW BUSINESS:
- BOW Resolution 3-2024: Adopting Street Repair Specifications – Ruthann Jeffries made a motion to approve Resolution 3-2024, seconded by Linda Messmer. The motion passed 3-0.
- BOW Resolution 4-2024: Accepting M5 Series Anti-Tank Gund – Ruthann Jeffries made a motion to approve Resolution 4-2024, seconded by Linda Messmer. The motion passed 3-0.
- Fire: Agreement with Roy Kellar for Instructor Services – Ruthann Jeffries made a motion to approve the Consultant Agreement with the City of Brazil and Roy S. Kellar for services to be rendered to the City of Brazil Fire Department by Kellar as a consultant, seconded by Linda Messmer. The motion passed 3-0.
- Planning and Zoning:
- Mows (see attached list)
- Clean Ups (see attached list)
Linda Messmer made a motion to approve the mow and clean up list for June 12, 2024, seconded by Ruthann Jeffries. The motion passed 3-0.
- Wastewater: Agreement with Spencer (7/1/24-12/31/24) to operate Wastewater – Linda Messmer made a motion to approve the Agreement for Services between the City of Brazil and the Town of Spencer, effective July1, 2024 through December 31, 2024, seconded by Ruthann Jeffries. The motion passed 3-0.
CLAIMS:
- Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office, seconded by Linda Messmer. The motion passed 3-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer. The motion passed 3-0.

- The next meeting will be June 26, 2024 at 10:00 a.m. in the Council Chambers.
MAYOR COMMENTS:
- Mayor Wyndham extended his condolences to the family of John Zuel, retired Police Officer.
ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded
by Ruthann Jeffries. The motion passed 3-0. The meeting was adjourned at 10:20 a.m.
