MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR APRIL 10, 2024
A meeting with the Board of Public Works was held on April 10, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Board Member Ruthann Jeffries.
The Pledge was led by Ruthann Jeffries.
ROLL CALL: Ruthann Jeffries, Linda Messmer, Clerk Treasurer Karen McQueen, and City Attorney Traci Orman.
OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, Representatives from Frontier Communications Michael O’Keefe and Jim Macks, and Brazil Times Representative Haylee Cooper.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve the minutes from March 27, 2024, seconded by Ruthann Jeffries. The motion passed 2-0.
AUDIENCE COMMENTS: None
PUBLIC SAFETY REPORT: Jake Bennett, Fire Chief
- April 20, 2024 will be Assistant Fire Chief Roy Kellar’s last day of employment.
- Fireman attended a walk-through tour at the New Facility at the PPG Plant.

OLD BUSINESS: None
NEW BUSINESS:
- Michael Keefe with Frontier gave a presentation to the Board Members about installation of new fiber optics within the City of Brazil. Michael Keefe explained that the cost of Permit fees would be very expensive, and he requested a lower fee. Linda Messmer made a motion to approve a total permit fee of $5,000.00, seconded by Ruthann Jeffries. Motion Passed 2-0.
CLAIMS:
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries. The motion passed 2-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer. The motion passed 2-0.
FUTURE AGENDA ITEMS:
- The next meeting will be April 24, 2024 at 10:00 a.m. in the Council Chambers.
ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded
by Ruthann Jeffries. The motion passed 2-0. The meeting was adjourned at 10:33 a.m.
