MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR MAY 11, 2016

A meeting with the Board of Public Works was held on May 11, 2016 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman
OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Fire Chief Jake Bennett, Water Superintendent Shawnette Szekely, Grant Administrator Kristy Jerrell, Midwestern Project Engineer Mark Sullivan, Midwestern Project Engineer Andrew Miller, Daniel Rose, Brazil Times Representative Frank Phillips
PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve April 27, 2016 minutes; seconded by Ruthann Jeffries. The motion passed 3-0.

AUDIENCE COMMENTS: Meridian St. House Update- Daniel Rose commented that the Meridian St. property was not secured and the grass has not been mowed. Mayor Wyndham said that May 20th is the final day before action is taken by the City.

OLD BUSINESS: NONE

A Public Hearing was opened at 10:04 a.m. for the Water Improvements Project-Community Development Block Grant, conducted by Kristy Jerrell of Jerrell Consulting. Minutes for the Public Hearing are provided by Kristy Jerrell. The Public Hearing closed at 10:23 a.m.

NEW BUSINESS:
1.) Resolution 2-2016 – A Resolution Amending Resolution 3-2015 Regarding the Lawn Meter Program – The City of Brazil currently has a lawn meter program in which Utility customers can obtain and use a meter which is specifically used for outside, “lawn” purposes. On April 22, 2015 the City adopted Resolution 3-2015 which amended and restated the City’s lawn meter program. The City now has in its possession several old meters which it wishes to refurbish and offer to customers for a discounted price of $40.00. Customers will be advised that the refurbished meters contain lead brass and are only suitable for non-drinking uses, and will be required to sign an agreement stating such. Daniel Rose asked about controlling the meter if a house is sold to another customer. City Attorney Traci Orman explained that the meter belongs to an individual, not a household. Ruthann Jeffries made a motion to approve Resolution 2-2016: A Resolution Amending Resolution 3-2015 Regarding the Lawn Meter Program; seconded by Linda Messmer. The motion passed 3-0.
