MINUTES OF
THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR JULY 8, 2026
A meeting with the Board of Public Works was held on July 8, 2026, at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham. The Pledge was led by Mayor Brian Wyndham.
ROLL CALL: Mayor Brian Wyndham, Linda Messmer, Ruthann Jeffries, Clerk – Treasurer Karen McQueen, and City Attorney—Lou Britton.
OTHERS PRESENT: Susan Patterson – Mayor’s Secretary, Cathy Hunter – Planning and Zoning Assistant, Planning and Zoning Administrator – Janet McClellan, Code Enforcement Officer – Benny Boes, Connie Wells – Payroll Clerk, and Brad Emmert with Timberland.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve the minutes from June 24, 2026, seconded by Ruthann Jeffries. The motion passed 3-0.

OLD BUSINESS:
- None
NEW BUSINESS:
- Amended and Restated Abatement Calculation Agreement – Timberland Home Center, Inc. dba Timberland Lumber Company – Brad Emmert was present to ask for an amendment to the current Abatement Calculation Agreement. Brad stated that he wanted to push the current commitment date from the end of 2026 to the end of 2027. Brad stated that this will be a 3-million-dollar investment to our community. All permits have been pulled and paid for. Planning and Zoning Administrator Janet McClellan confirmed. City Attorney Lou Britton stated that he saw no issues with the request. Ruthann Jeffries made a motion to approve the Real Property, Amended and Restated Abatement Calculation Agreement, seconded by Linda Messmer. Motion Passed 3-0.
- Linda Messmer made a motion to approve the Mow list that is attached for July 8, 2026, seconded by Ruthann Jeffreis. Motion passed 3-0.
- Ruthann Jeffries made a motion to approve the Clean up list that is attached for July 8, 2026, seconded by Linda Messmer. Motion passed 3-0.
CLAIMS:
- Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries. The motion passed 3-0.
- Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer. The motion passed 3-0.
FUTURE AGENDA ITEMS:
- The next meeting will be held July 22, 2026 at 10:00 a.m. in the Council Chambers.
ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded
by Ruthann Jeffries. The motion passed 3-0. The meeting was adjourned at 10:09 a.m.
Meeting was reopened by Mayor Wyndham for a missed approval of financing for a new Street Sweeper. Ruthann Jeffries made a motion to award Home Town Savings Bank the loan with an interest rate of 4.65% and a term of 7 years, payments will be made annually, seconded by Linda Messmer. Motion Passed 3-0.
“As a result of a technological failure and despite its best efforts, the Brazil Board of Works was prevented from live streaming a portion of the recording, and will be unable to archive, or maintain a copy of the live transmission or recording of the awarding of a loan for the City of Brazil Street Sweeper meeting held on July 8, 2026, commencing at 10 AM as required by Indiana code §:5-14-1.5-2.9. “
2nd AJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded
by Ruthann Jeffries. The motion passed 3-0. The meeting was adjourned at 10:11 a.m.
