MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR August 12, 2026
A meeting of the Common Council was held on August 12, 2026, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Steve Bell.
ROLL CALL: Council members present, Brad Deal, Angie Modesitt, and Steve Bell. Shane Litz and Karen Boes were not in attendance.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, Brazil City Fire Chief Jake Bennett and Kate Baughman with the Brazil Times.
APPROVAL OF MINUTES: Brad Deal made a motion to approve July 8, 2026 minutes, seconded by Angie Modesitt. Motion Passed 3-0.

OLD BUSINESS: None
NEW BUSINESS:
- Request for qualifications for the I-70 Sewer Project – Qualifications tabled, Brenda DeVries, attorney with Bose McKinney will get back with the City of Brazil after review.
- Revised Animal Ordinance – City Attorney Lou Britton presented updated Animal Ordinance #5-2026 to council. Brad Deal made a motion to suspend the rules and pass Ordinance #5-2026 on the first reading, seconded by Angie Modesitt. Motion Passed 3-0. Brad Deal then made a motion to pass Ordinance 5-2026, seconded by Angie Modesitt. Motion Passed 3-0.
- Clay County Redevelopment Commission Resolution / Resolution approving a Resolution amending and restating the amended and restated PDF Economic Redevelopment Area – Steve Bell made a motion to approve Resolution #3-2026, seconded by Angie Modesitt. Motion Passed 3-0.
COUNCIL COMMENTS:
- Angie Modesitt – Wanted to thank the street department and the city for getting the street cut fixed that she had mentioned at the last council meeting.
- Shane Litz – None
- Brad Deal – Glad to see construction starting on the new restaurant Jimmy Johns in town.
- Karen Boes – None
- Steve Bell –Thank you to the street department for putting up a speed limit sign on Central Avenue, however he would still like the police to start to patrol this area. Steve also stated that he attended National Night Out and it was a good turnout.
MAYOR COMMENTS:
- Mayor Brian Wyndham – Mayor Wyndham wanted council to know that the old Ace Haqrdware Store had been purchased and a new Good Will store would be going in there. Mayor Brian Wyndham also wanted council to know that the city would be getting a new car wash. Finally Mayor Brian Wyndham stated that the Water Project in town was going very well, however may be delayed a little do to materials.

FUTURE AGENDA ITEMS: 2027 Work Session is scheduled for September 2, 2026, @ 9am, Clerk-Treasurer Karen McQueen will send 2027 Preliminary Budget to all council before the meeting to look over. nextCouncil Meeting is on September 9, 2026 @ 5:00 pm
ADJOURNMENT: Brad Deal made a motion to adjourn the meeting, seconded by Angie Modesitt. Motionpassed 3-0. Meeting adjourned @ 5:32 p.m.
