MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR July 8, 2026
A meeting of the Common Council was held on July 8, 2026, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Angie Modesitt.
ROLL CALL: Council members present, Brad Deal, Angie Modesitt, Steve Bell, Shane Litz and Karen Boes.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, Planning and Zoning Administrator Janet McClellan, City of Brazil Resident Bill Stearns and City of Brazil Resident Jordan Gaskill.
APPROVAL OF MINUTES: Karen Boes made a motion to approve July 8, 2026 minutes, seconded by Angie Modesitt. Motion Passed 5-0.
AUDIENCE COMMENTS:
City of Brazil Resident Bill Stearn was present to discuss with council the continued issues with speeding down the alleyway of the apartments he lives at on the corner of Epworth and Hendrix Street. He requested speed bumps be put in the alleyway, he would like more police presence, and also to have signs lowered. City of Brazil Mayor Brian Wyndham commented that he does not want anyone to get hurt. Council member Shane Litz commented that he would like to talk with Police Chief Clint McQueen and Police Officer Dylan Dorn. Karen Boes made a motion to approve a Resolution which would be the creation of Speed Bumps or Speed Humps in this Alleyway with signage – Resolution 4-2026, seconded by Brad Deal. Motion Passed 5-0.
OLD BUSINESS: None
NEW BUSINESS:
- Jordan Gaskill – sign request at 220 South Depot Street – Jordan requested from Council to have parking signs on the East and North Side of the business allowing only for 2hr parking. Council decided that they would like to do an Ordinance at the next meeting to approve this request.
- Ordinance #4-2026 Authorizing the Transfer of Surplus Bond Proceeds to the Bond Payment Accounts – Angie Modesitt made a motion to Suspend the rules and pass Ordinance 4-2026 on the first reading, putting the money into the Bond Account that makes payments for the debt, seconded by Shane Litz. Motion Passed 5-0. Angie Modesitt then made a motion to Pass Ordinance 4-2026 putting the money into the Bond Account that makes payments for the debt, seconded by Shane Litz. Motion Passed 5-0.
- Application for 3 rabbits and cages, Lisa Richardson, 722 N Walnut St. – Planning and Zoning Administrator commented that Lisa Richardson was in Compliance with the Ordinances and requested approval of Rabbits and Cages. Shane Litz made a motion to approve, seconded by Karen Boes. Motion Approved 5-0.
- Revised Animal Ordinance – City Attorney Lou Britton explained to council that there were some changes to the existing Ordinance such as: Owner and keeper and kennel and cattery permits. City Attorney Lou Britton explained that he added verbiage that there could only be a total of 5 total animals per property to include cats and dogs. Angie Modesitt made a motion to pass the first reading of the revised Animal Ordinance, Ordinance 5-2026, seconded by Brad Deal. Motion Passed 5-0.
COUNCIL COMMENTS:
- Angie Modesitt – Asked the Mayor if we could have the street cut on West Street fixed. She stated that the cut in the road had been there a while.
- Shane Litz – Shane requested a $100,000 loan from the City of Brazil to the Forest Park Golf Course to be paid back annually $20,000.00. Years would be 2027, 2028, 2029, 2030, 2031. City Attorney Lou Britton stated that he would prepare an Ordinance for request.

- Steve Bell –Stated that we are still needing to put up speed limit signs on West Central Avenue as well as have More Police Patrols in this area.
MAYOR COMMENTS:
- Mayor Brian Wyndham – Mayor Wyndham talked with Council about starting to spend the 2025 Bond money. He had several suggestions such as: Golf cart paths @ Forest Park, Purchase of 3 lights @ the Building Trades Subdivision, Splash pad recirculation system costing roughly $350,000.00 – he wanted to see if this was worth the expense or what was needed, compared to just letting the water run new through the system, Sidewalk repairs and a new sidewalk leading into Edgewood on Vandalia, and Park Parking Lots at Craig Park. Mayor Wyndham also stated that the Water Line Project was running smoothly.
