MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR September 10, 2025
A meeting of the Common Council was held on September 10, 2025, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Angie Modesitt.
ROLL CALL: Council members present, Steve Bell, Karen Boes, Brad Deal, Shane Litz and Angie Modesitt.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, Brazil City Police Union Members Graig Bass and Nick Ferry, Fire Department Union Members Cody Byers, Cody Garrison and Chris Moon, Fire Department Chief Jake Bennett.
APPROVAL OF MINUTES: Karen Boes made a motion to approve August 27, 2025, seconded by Angie Modesitt. Motion Passed 5-0.

OLD BUSINESS: None
NEW BUSINESS:
- Application for Rabbit Cage – Diane Miller: This was approved by our code enforcement officer – Council made a unanimous decision to table. Council member Steve Bell would like residents to come before the council and ask for approval going forward.
- Application for chicken coop – Catlin O’Dell: This was approved by our code enforcement officer – Council made a unanimous decision to table. Council member Steve Bell would like residents to come before the council and ask for approval going forward.
- Police Union – Nick Ferry and Graig Bass would like to set up a meeting with council members to negotiate salaries and insurance. Shane Litz and Angie Modesitt agreed that they would meet with them.
- Public Hearing of 2026 Budget – Public Hearing of the 2026 Budget was opened up at 5:09 pm. With no audience comments the Public Hearing of the 2026 Budget was closed at 5:10 pm.
- City Budget 2026 – 1st Reading – Steve Bell made motion to approve the 1st reading of the 2026 budget, seconded by Brad Deal. Motion Passed 5-0.
COUNCIL COMMENTS:
- Angie Modesitt – There is a garage located at Depot and Helbert Street that has 2 homeless individuals living in there with no water or sewer. Neighbors have noticed burning debris daily from the home. Fire Chief Jake Bennett explained that when neighbors notice things being burned to contact the fire department. Mayor Brian Wyndham stated that the Health Department has been notified about this situation as well.

- Shane Litz – Would like council to start thinking about Trick or Treat Hours and days.

FUTURE AGENDA ITEMS: the nextCouncil Meeting is on October 8, 2025. Work Session for the 2026 budget is scheduled for October 1, 2025.
ADJOURNMENT: Brad Deal made a motion to adjourn the meeting, seconded by Shane Litz. Motionpassed 5-0. Meeting adjourned @ 5:25 p.m.
