MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR April 8, 2026
A meeting of the Common Council was held on April 8, 2026, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Angie Modesitt.
ROLL CALL: Council members present, Brad Deal, Shane Litz, Angie Modesitt, Steve Bell and Karen Boes.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, Attorney Scott Craig, home owners near KIHM Metal Trey and Amy Adams, Nina and Jeff Schoonover, and Cheryl Whited. Also present were City of Brazil Resident Micheal Branham, City of Brazil Resident Brook Reinoehl, Kate Bargham with the Brazil Times, and Brazil City Fire Chief Jake Bennett.
APPROVAL OF MINUTES: Karen Boes made a motion to approve March 11, 2026,
seconded by Steve Bell. Motion Passed 5-0.

OLD BUSINESS: None
NEW BUSINESS:
- Public Hearing – KIHM Metals tax abatement – Public Hearing was opened up at5:05 pm.Councilman Brad Deal andSteve Bell stated that they had been on a tour of KIHM Metals and did not hear any noise outside of the building, they did not see burn piles and they felt like every effort would be made to hire local individuals if they are qualified.
- Trey Adams City of Brazil resident at 205 North Murphy Avenue and neighbor/home owner near KIHM Metals was present to discuss with council members concerns that him, as well as other neighboring homes have with KIHM Metal. Trey Adams expressed to council that he felt that KIHM Metal has not acted in good faith with neighboring home owners. Trey Adams also explained again the many things that adding a new building would cause. Such as: the view of the building would be unattractive, there would be added noise, storm water runoff issues, and property values could potentially go down. Trey finished with thanking the council members for giving him the opportunity to speak.
- Amy Adams, wife of Trey Adams and resident at 205 North Murphy Avenue and neighbor/home owner near KIHM Metals was again present to discuss with council members concerns that she had with a new building/extension of the current manufacturing facility KIHM Metals. Amy started off by again explaining to council that KIHM Metals is being funded by a private equity group based out of Chicago, Illinois. She questioned why a private equity group out of Chicago; Illinois would be getting a tax abatement. Amy also wanted to make sure that council did there research fully before they gave this tax abatement to KIHM Metals. Amy wanted the council to know that if they voted in favor of this tax abatement that they would be voting against land owners and residents and voting for a private equity group out of Chicago, Illinois. She ended with stating “God Bless all of you tonight with your vote.”
- Brook Reinoehl was once again present and was in support of giving the tax abatement to KIHM Metals. He wanted council to know that there have always been plans to extend KIHM Metals, this was not just a new idea.
Public Hearing Closed at 5:58 pm.
- Resolution 11-2026 KIHM Metals (Turner Metals, LLC) Final Reading – Shane Litz made a motion to approve Resolution 11-2026, seconded by Brad Deal. Motion Passed 5-0.
- Abatement Calculation Agreement – KIHM – Shane Litz made a motion for a 10-year standard abatement calculation, seconded by Brad Deal. Motion Passed 5-0.
- Resolution 12-2026 Adopting Indiana Code 5-23, as amended and Taking Certain Others Actions Related Thereto – Brad Deal made a motion to approve Resolution 12-2026, seconded by Steve Bell. Motion Passed 5-0.
