THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 27, 2025

A meeting with the Board of Public Works was held on August 27, 2025, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

The Pledge was led by Ruthann Jeffries.

ROLL CALL: Linda Messmer, Ruthann Jeffries, Deputy Clerk – Treasurer Jill Bennett, City Attorney Lou Britton, Mayor Brian Wyndham – absent

OTHERS PRESENT: Benny Boes – Code Enforcement Officer, Cathy Hunter – Planning and Zoning Assistant, Fire Chief – Jake Bennett, Susan Patterson – Mayor’s Office, Police Chief – Clint McQueen

APPROVAL OF MINUTES: Linda Messmer made a motion to approve the minutes from August 6, 2025, seconded by Ruthann Jeffries. The motion passed 2-0.

OLD BUSINESS: None 

NEW BUSINESS:

  1. Fire Chief Jake Bennett presented Calls for Service Report for July 2025, report attached.
  2. Police Chief Clint McQueen presented Police Activity Report for July 2025, report attached.
  3. Linda Messmer made a motion to approve Resolution 2025-15 authorizing Mayor Brian Wyndham to approve Public Safety Medical Services, now owned by Ascension St. Vincent, to provide professional medical testing services for the Brazil Fire Department in the amount of $9,627.06, seconded by Ruthann Jeffries.  Motion Passed 2-0.
  4. Linda Messmer made a motion to approve Resolution 2025-16 authorizing the City to approve an invoice for Milestone Contractors for a retainage of $15,198.62 for street resurfacing/paving, seconded by Ruthann Jeffries.  Motion Passed 2-0.
  5. Linda Messmer made a motion to approve an invoice for Strand Associates in the amount of $3,500.00 for the Colony Acres Sewer project, seconded by Ruthann Jeffries.  Motion Passed 2-0.
  6. Linda Messmer made a motion to approve invoices for Baker Tilly in the amount of $560.00, $1,715.00, and $2,837.00 related to the Water Revenue Bonds, seconded by Ruthann Jeffries.  Motion Passed 2-0.
  7. Ruthann Jeffries made a motion to approve Cleanup list that is attached for August 27, 2025, seconded by Linda Messmer.  Motion passed 2-0. 
  8. Ruthann Jeffries made a motion to approve Mow list that is attached for August 27, 2025, seconded by Linda Messmer.  Motion passed 2-0. 

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 2-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next meeting will be held September 10, 2025 at 10:00 a.m. in the Council Chambers.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded  

by Ruthann Jeffries.  The motion passed 2-0.  The meeting was adjourned at 10:22 a.m.
