MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR AUGUST 24, 2016
A meeting with the Board of Public Works was held on August 24, 2016 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Wastewater Superintendent Billy Goodrich, Fire Chief Jake Bennett, Water Superintendent Shawnette Szekely, Ray Jones of Brazil Clay County Airport, Brazil Times Representative Frank Phillips
PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.
APPROVAL OF MINUTES: August 10, 2016; Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
OLD BUSINESS: NONE
NEW BUSINESS:
1.) Ray Jones-Brazil Clay County Airport – Ray Jones was present to request that the City allow the Airport to be hooked up to City water, and to abstain from billing the Airport. Mayor Wyndham was in favor of the request since the airport is ½ owned by the City, and we don’t charge other City owned properties such as the City Parks and the City owned Golf Course. Water Superintendent Shawnette Szekely has no problem having the City tap the line and install the pit. Linda Messmer asked about the possibility of pressure issues during large events at the airport. Shawnette suggested sending a usage bill (no fees included) every month to track usage or water loss. Ruthann Jeffries made a motion to provide a meter well, tap and water, free of charge to the Brazil Clay County Airport, with the Airport doing the remainder of the installation; seconded by Linda Messmer. The motion passed 3-0.
2.) Approval of FEMA Phase III Appraisals – Two invoices were presented for approval from costs associated with appraisals for 8 parcels in FEMA Phase III (amendment to Phase I). Linda Messmer made a motion to approve invoices for Doug Waters for $2450 and Ronald Wheeler for $2550 for appraisals on FEMA Phase III parcels; seconded by Ruthann Jeffries. The motion passed 3-0.
3.) Paving Contract Change Order – Ruthann Jeffries made a motion to approve the contract change order #1 between Dave O’Mara Contractor Inc. and the City of Brazil, to include additional patching areas, resurface areas and castings; seconded by Linda Messmer. The motion passed 3-0.
4.) Cleanups – Ruthann Jeffries made a motion to approve the property clean up list for 8/24/16; seconded by Linda Messmer. The motion passed 3-0.
Planning and Zoning Administrator Teresa Glenn noted that the City has had an issue with residents mowing and leaving grass clippings on sidewalks and roads, and noted that an Ordinance is in place to fine those who continue to do so.
Teresa Glenn also presented a request to the board to give Gary Baysinger time to rehab a house that has previously been affirmed as unsafe. Property is on 225 E. Collins Street. Mayor Wyndham, Linda Messmer and Ruthann Jeffries are in favor of allowing Gary Baysinger up to two years to rehab the home.

Utilities’ Office –Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 3-0.
