MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR December 23, 2025
A meeting of the Common Council was held on December 23, 2025, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Steve Bell.
ROLL CALL: Council members present, Steve Bell, Karen Boes, Brad Deal, Shane Litz and Angie Modesitt.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, and Fire Chief Jake Bennett.
APPROVAL OF MINUTES: Brad Deal made a motion to approve December 10, 2025, seconded by Karen Boes. Motion Passed 5-0.
AUDIENCE COMMENTS: None
OLD BUSINESS: None
NEW BUSINESS:
- Public Hearing on Additional Appropriations for the City of Brazil’s 2025 Budgets– Public Hearing was opened at 5:06 pm by Mayor Brian Wyndham, with no public comments the Public Hearing was closed at 5:07 pm.
- Ordinance 25-2025 concerning Additional Appropriations for the City of Brazil’s 2025 Budget – Clerk-Treasurer Karen McQueen presented to Council Ordinance 25-2025 along with attached list of Additional Appropriations. Steve Bell made a motion to suspend the rules and pass Ordinance #25-2025 on the first reading, seconded by Brad Deal. Steve Bell then made a motion to approve Ordinance #25-2025, seconded by Brad Deal. Motion Passed 5-0.

- Steve Bell – Commented that the City of Brazil has had a great year and he is looking forward to the new year. Steve also stated that he thought that the employee breakfast was a success.

ADDITIONAL COMMENTS: “As a result of a technological failure and despite its best efforts, the Brazil Common Council was prevented from live streaming, recording, archiving, or maintaining a copy of a live transmission or recording of its meeting held on December 10, 2025, commencing at 5 PM as required by Indiana code §:5-14-1.5-2.9. “

ADJOURNMENT: Brad Deal made a motion to adjourn the meeting, seconded by Angie Modesitt. Motionpassed 5-0. Meeting adjourned @ 5:11 p.m.
