MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR MAY 14, 2025
A meeting of the Common Council was held on May 14, 2025, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Karen Boes.
ROLL CALL: Council members present, Steve Bell, Karen Boes and Brad Deal. Shane Litz and Angie Modesitt were absent.
OTHERS PRESENT:
- Deputy Clerk-Treasurer Jill Bennett, City Attorney Lou Britton, Jared Jernagan from the Banner Graphics, Bill Gabbard with Baker Tilley, and Patrice Dayton with Thrive.
APPROVAL OF MINUTES: Karen Boes made a motion to Approveminutes for April 23, 2025, seconded by Steve Bell. Motion Passed 3-0.
AUDIENCE COMMENTS: Patrice Dayton with Thrive was present to introduce herself as Thrive’s new Director of Business Development and let the Council know that they are creating Connection Café’s. She also updated the council on the new bus route in Brazil; she explained that it is doing very well. Finally, she explained that Thrive is currently doing a housing study in Terre Haute
OLD BUSINESS: None
NEW BUSINESS:
- 1st Reading of Water Rate Ordinance 8-2025 – Bill Gabbard with Baker Tilley was present to present the rate analysis. Brad Deal made a motion to approve the first reading of Ordinance 8-2025, seconded by Steve Bell. Motion passed 3-0.
- 1st Reading of Bond Ordinance 7-2025 – Closing is scheduled for 6/04/2025, council must adopt water rates before closing can happen. Karen Boes made a motion to approve the first reading of Ordinance 7-2025, seconded by Brad Deal. Motion passed 3-0.
- Engagement letter for Bond Council and Local Council – This was completed in Board of Works.
- Name Street at Holly Brook – Council members tabled this item.
