MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR April 23, 2025

A meeting of the Common Council was held on April 23, 2025, at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER: Was led by Steve Bell.

ROLL CALL: Council members present, Shane Litz, Steve Bell, Karen Boes, Angie Modesitt and Brad Deal.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, Jared Jernagan from the Banner Graphics, Grant Administrator Kristy Jerrell, and Henry Stellma with DLZ.   

APPROVAL OF MINUTES:   Steve Bell made a motion to Approveminutes for March 12, 2025, seconded by Brad Deal.  Motion Passed 4-0.   

AUDIENCE COMMENTS: Grant Administrator Kristy Jerrell introduced Henry Stellma with DLZ to the council.

OLD BUSINESS: None

NEW BUSINESS:

  1. IOCRA Public Facilities Feasibility Planning Study Grant Project Final Public Hearing – 2nd Reading – Public Hearing was opened at 5:03 p.m. and then closed at 5:25 p.m.  Grant Administrator Kristy Jerrell will have minutes for the public hearing recommending 510 West Jackson Street as the site for the Community Building
  2. Resolution for Public Facilities Feasibility Planning Study Planning Grant – Brad Deal made a motion to approve Resolution 7-2025, seconded by Karen Boes.  Motion Passed 5-0.
  3. Discussion for new street names at Holly Brook – Street Names tabled until next meeting.      

COUNCIL COMMENTS:

  • Angie Modesitt – Stated that she would like to see an Ordinance or Resolution passed to protect the Historical District.   
  • Steve Bell – Stated that the Chicken Coop on South Chicago is still visible from the road and would like Janet to send another letter or address this issue.  Steve also stated that he saw another chicken coop on Maple Street that has not been through the approval process and it needs sent a letter as well. 
  • Brad Deal – Stated that he is very appreciative of the new code enforcement officer Benny Boes and thinks he is doing a great job. 
  • Karen Boes – None
  • Shane Litz – None

MAYOR COMMENTS:

  • Mayor Brian Wyndham – Commented that the main projects continue to move forward, the Water Project will be bided out soon, the Solar Project is making progress, and Mayor Wyndham stated that he would like to see more participation for annexation from the residents living in Colony Acres. 

CITY ATTORNEY COMMENTS: None

FUTURE AGENDA ITEMS: the nextCouncil Meeting is on May 14, 2025.

ADJOURNMENT: Shane Litz made a motion to adjourn the meeting, seconded by Angie Modesitt.  Motionpassed 5-0. Meeting adjourned @ 6:07 p.m.
