MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR March 12, 2025
A meeting of the Common Council was held on March 12, 2025, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Angie Modesitt.
ROLL CALL: Council members present, Steve Bell, Karen Boes, Angie Modesitt and Brad Deal. Shane Litz was absent.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, Brazil CYL President Brady Shoemaker and Board Member Graig Bass.
APPROVAL OF MINUTES: Karen Boes made a motion to Approveminutes for February 26, 2025, seconded by Angie Modesitt. Motion Passed 4-0.
AUDIENCE COMMENTS: Brady Shoemaker explained to council that the CYL would like to be able to have advertising banners displayed on the fencing at the CYL fields. He explained that this was a great way to help raise money for the league. Brady also explained that the CYL board members had went to the Park Board meeting to ask permission to do this and they were told that they needed to talk with the city council for permission. After locating the City Ordinance on advertising at city parks it was discovered that this was in fact a decision that the park board would need to make. Advertising decision was deferred to the Park Board.
OLD BUSINESS: None
NEW BUSINESS:
- Sarah Trover with the Brazil Public Library was present to meet council members and explain to council resources that the library offered to the public. The Mayor Brian Wyndham expressed his gratitude to the library and their staff and explained that the city would help if they ever needed anything.
- Water Rates – Mayor Brian Wyndham gave packet of rate choices to council for review.
- Discussion for new street name for Holly Brook – Council decided that they would like to think this over before making a decision.
COUNCIL COMMENTS:
- Angie Modesitt – Angie wanted to know when code enforcement officer for the city was supposed to start. She questioned if they would be able to write tickets. Mayor Brian Wyndham explained that he would find out when the start date would be and stated that they would be able to write tickets.
- Steve Bell – None
- Brad Deal – Brad expressed that he would like to visit the Heavy Trash Ordinance with the city and maybe revise the Ordinance. Mayor Brian Wyndham explained to Brad that the city had a dumpster at the city garage that city residents could use before Heavy Trash pickup.

- Shane Litz – None
MAYOR COMMENTS:
- Mayor Brian Wyndham – Expressed that the utility projects are coming together.
CITY ATTORNEY COMMENTS:
- City Attorney Lou Britton wanted to give update on City Financing – Sewer Bond Closed, BAN through First Financial will close soon.
- City Attorney Lou Britton also informed council that Community Crossings Bids will be opened on the 26th and then awarded on the 9th. Results of contractor should be submitted to the state by April 30, 2025.
- City Attorney Lou Britton then explained to council that Colony Acres project will be approved at the March 26, 2025 meeting and call for bids will be published in the newspaper. Lou also explained that the city was also waiting on 4 easements.
FUTURE AGENDA ITEMS: the nextCouncil Meeting is on April 9, 2025.
ADJOURNMENT: Brad Deal made a motion to adjourn the meeting, seconded by Steve Bell. Motionpassed 4-0. Meeting adjourned @ 5:28 p.m.
