MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR December 10, 2025
A meeting of the Common Council was held on December 10, 2025, at 5:00 p.m. in Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
PRAYER: Was led by Angie Modesitt.
ROLL CALL: Council members present, Steve Bell, Karen Boes, Brad Deal, Shane Litz and Angie Modesitt.
OTHERS PRESENT:
- Clerk-Treasurer Karen McQueen, City Attorney Lou Britton, Police Chief Clint McQueen, and Fire Chief Jake Bennett.
APPROVAL OF MINUTES: Steve Bell made a motion to approve November 12, 2025, seconded by Karen Boes. Motion Passed 5-0.

OLD BUSINESS: None
NEW BUSINESS:
- Public Hearing on Additional Appropriations for the Lease Rental Bonds of 2025 was opened at 5:05 pm by Mayor Brian Wyndham, with no public comments the Public Hearing was closed at 5:07 pm.
- Second Reading of Ordinance 20-2025 concerning Additional Appropriations for the Lease Rental Bonds of 2025 – Brad Deal made a motion to approve the first reading of Ordinance 20-2025, seconded by Shane Litz. Motion Approve 5-0.
- Approval of Bonus for Employees – Karen Boes made a motion to approve $500.00 Bonus to all Full-Time employees and $250.00 for all Part-Time employees, seconded by Angie Modesitt.
- Approval of Transfers – Clerk-Treasurer Karen McQueen presented Council with City Budget Transfers for approval. Angie Modesitt made a motion to approve City of Brazil Transfers, seconded by Shane Litz. Motion Passed 5-0.
- Clint McQueen Appropriation Request – Chief of the Brazil City Police Department was present to request from council an appropriation from the Public Safety Fund for some repairs that are needing done in there training building. Clint had 3 estimates for the work, and presented the Council with a $9,900.00 estimate that he wanted to use. Karen Boes made a motion to approve the $9,900.00 estimate, seconded by Stev Bell. Motion Passed 5-0.
- Fire Department Request for appropriation from Public Safety Loit to pay for equipment and repairs. The total request was for $25,937.86. Steve Bell made motion to approve the Fire Chief Jake Bennett’s request, seconded by Brad Deal. Motion Passed 5-0.
- Clerk-Treasurer Request – Clerk Treasurer Karen McQueen requested to pay off the Street Department pickup truck with MVH Cash Reserves and the Parks Department Pick up truck with Parks Cash Reserves. Shane Litz Made a motion to approve Clerk-Treasurers request, seconded by Angie Modesitt. Motion Passed 5-0. Clerk Treasurer Karen McQueen also requested to upgrade the current computer system Keystone to Cloud Services and to split the cost with the Water and Wastewater Departments and the General Fund. Brad Deal made a motion to pay the General Fund Portion out of the Oil Reserves Revenues, seconded by Karen Boes. Motion Passed 5-0.

- Shane Litz –Stated that he has informed Ryan Penrod at the YMCA about the City Pool funding issue and closure unless the YMCA would like to pay all fees associated with the pool.

ADDITIONAL COMMENTS: “As a result of a technological failure and despite its best efforts, the Brazil Common Council was prevented from live streaming, recording, archiving, or maintaining a copy of a live transmission or recording of its meeting held on December 10, 2025, commencing at 5 PM as required by Indiana code §:5-14-1.5-2.9. “

ADJOURNMENT: Brad Deal made a motion to adjourn the meeting, seconded by Angie Modesitt. Motionpassed 5-0. Meeting adjourned @ 5:38 p.m.
